The Ethics of the Bible and the White Paper
By RABBI MOSES FISCHER
It is the proud glory and boast
of the English people that it is
a "Biblical people". The funda-
mental laws of England, its
Magna Carta, its public policy,
the protection it extends to civic
rights and the home—all are
based upon Biblical principles
and are moulded in the prophetic
mold of justice and righteousness.
Many celebrated English digni-
taries claim the descent of the
English people from the lost ten
tribes and thus they arc "blood-
brothers" of Israel.
It is an undeniable fact that
in the last century as often as
continents or nations were visit-
ed with catastrophies and calami-
ties, the English people has al-
ways represented the conscience
of mankind, has always spoken
out with prophetic accents, has
always raised powerful protest
if needed and hastened with
helping action and relief if nec-
essary.
The crowning action of its hu-
manitarian and Biblical achieve-
ments was when its great states-
men like Balfour and Lloyd
George have undertaken amidst
World War I to rehabilitate the
Jewish people, to undo the in-
justice and crime committed
against it, first by Rome and
since then by most of the nations
of the earth, among whom it was
compelled to sojourn since its

enforced eviction from its home-
land by the fire and sword of
Rome.
The outcome of this great un-
dertaking to rehabilitate the Jew
was the. Balfour declaration with
its glorious promise to establish
once more Palestine as the home-
land of the Jews, with all what
a homeland means to a people.
So greater and more painful was
the shock and surprise of our
people, when it became known
that the English government had
allowed that the White Paper,
the document which aims to un-
do and invalidate the solemn
compact with the Jews, which in
contradiction to all visions and
promises of the Prophets, pur-
poses to make Palestine the
homeland and stronghold of its
Arab population, with the Jews
as a tolerated minority, which
severely interdicts with the most
stern measures even the pur-
chase of soil in Eretz Israel by
the Jews, which goes so far as
to close the gates of the Holy
Land before the homeless fugi-
tives of its people, who, like
children who return for love and
security into the home of their
mother, look forward to Pales-
tine as a refuge and place of
escape from the sword of their
murderous persecutors — it was
indeed a shock that the English
government allowed that this in-
famous document shall become—
in the face of the most vigorous
protests and passionate outcries
of the enlightened men and the
nobility of all nations—a law,
thus to legislate the Jews out of
their homeland.
In view of the fact that Eng-
land claims to be still the people
of the Bible, to incarnate the
conscience of the Prophets in
the affairs of mankind, it is to
my mind of great import to
learn—not from vague logical
conclusions but from the living
words of the Prophets themselves
as to what their verdict would
be of the White Paper, what
judgment they would pass upon
a document that legislates the
erection of barriers before "Am
Memushoch Unmemorat," a peo-
ple maltreated, mistreated, out-
lawed, massacred, which knocks
for entrance and admittance at
the door of its own mother-
country. We shall quote from
Bible and Prophets:
Leviticus, 9-17: "Thou shalt not
not deliver unto his master the
slave that has escaped from his
master unto thee, he shall dwell
with thee in the midst of thee,
in the place which he chooses,
were it is well to him. Don't
wrong him by word or deed."
Isaiah, Chapter 15-16: "It is
in the night that Moab was laid
waste. My heart cries out for
Moab. Her fugitives reach unto
Zoar, with weeping they go forth,
they raise a cry of destruction!
My heart cries out for the fugi-
tives of Moab. They are like
wandering birds, escaped from
scattered nests. 0 children of
Israel! Bring ye counsel and do
justice to the homeless fugitives
of Moab. Spread thy shadow like
cooling night at noon time, shel-
te• and hide the outcasts of
Moab. Let the fugitives of Moab
dwell with thee, don't destroy
them. Let thy throne, 0 Israel,
be one, that is established upon
righteousness, judge and seek
justice."
Obadiah, Chapter 1: "On ac-
count of the violence thou has
committed against thy brother
Jacob—shame should cover thee!
Thou hast stood aloft when
strangers have destroyed his sub-
stance and strength. Strangers
have come unto its doors, they
have cast lots upon Jerusalem
and werest like one of them.
Don't gaze coldly upon thy broth-
er in the days of disaster. Don't
rejoice over the children of Ja-
cob on the day of their destruc-
tion. Don't pay lip service unto
them in the days 'of their plight. ♦
Don't stand at the highways to
deliver to the enemy his rem-
nants. Near is the day of the
Lord to judge the nations as
Thou have acted will be acted
against thee. The mountain of
Zion will ultimately become a
sanctuary. It will be called holy
and the house of Jacob will in-
herit its enemies."
Proverbs, 24: "If thou are
faint in the days of adversity,
thy strength is small indeed. De-
liver them that are consigned to
death and save those that are
drawn to be slain. If thou gayest
we know not this, He who knows
the heart will judge it."
