Our men in North Africa, in
the closest cooperation with rep-
resentatives of Governor Lehman's
Office of Foreign Relief and Re-
habilitation Operations (OFRRO),
are working on this task of re-
constructing Tunisian Jewry. We
do not underestimate the difficul-
ties or the cost. We know, how-
ever, that we were able to do an
even greater job in Eastern Eu-
rope after the last war. We know,
too, that it is important to set
the Tunisian Jewish house in
order so that when we follow the
Allies into Italy, where there are
some 10,000 Jewish refugees,

there will be a modern rehabili-
tation pattern to go by.
In the meantime the J. D. C.
has granted 4,250,000 franc to aid
the homeless in Tunisia, among
them 1,800 evacuees from Bizerte,
of whom 1,200 are being tempor-
arily housed in Tunis school build-
ings. One thousand native Jews
who fled Tripolotania into Tuni-
sia, when Rommel was blasted
back, are being aided, and J. D.
C. representatives are discussing
the matter of their repatriation
with the military authorities.
From North Africa the J. D. C.
route crosses the Mediterranean
northwestward to the Iberian Pen-
insula—Spain and Portugal. In
this relief sector we include Switz-
erland as well, for it was to
Switzerland and Spain that be-
fore and after last Rosh Hasho-
nah some 20,000 men, women and
children fled the occupied zone
and the then still unoccupied part
of France. They fled to escape
deportation in Poland and, in
November, Nazi seizure of the un-
occupied zone.

The drama of their escape and
the drama of the J. D. C.'s efforts
to bring them succor is still being
enacted. Some day it will be told
in its entirety.
What concerns us for the im-
mediate future is to get us many
people as possible out of Spain.
Some have already been evacuat-
ed to England and North Africa.
While we have been unusually
successful in securing the freedom
of Jewish refugees imprisoned in
Spain by giving the Spanish au-
thorities guarantees of support,
the latter are exerting pressure
to have the refugees emigrated
once they are liberated. In some
cases refugees who could not leave
were re-interned. Our men in
North Africa are laboring with
this problem.
In Switzerland the problem on
the J. D. C. agenda is a different
one. There we are trying to get
children into the country. The
youngsters are in the formerly
unoccupied zone of France. If the
countries in the Western Hemi-
sphere for which they had visas
before Hitler seized that zone will
be validated for use after the
war, Switzerland will permit their
entry. The J. D. C. has set aside
as an initial grant the sum of
$200,000 for maintenance of the
first 1,000 children in the event
they arrive.
In the meantime the J. D. C.
has stepped un its allotments to
Spain. Switzerland and Portugal.
The Spanish budget now stands
at $100,000 monthly, representing
an increase of $20,000; the Swiss
at $82,500 monthly, and Portu-
guese at $22,000, These funds

or 8.7%, was allotted to work in
Latin America. This is a small
amount for the J. D. C. goal in
Latin America—to instill confi-
dence and reliance in the young
and immature Jewish communi-
ties, to exercise adequate control
of the refugee situation, and to
preserve South America as a fu-
ture haven for post-war immi-
grants. Greater funds should have
been allotted. Unfortunately, the
J. D. C. must bear the burden
of Jewish needs over the world.
Our task in Latin America is
to accent the rehabilitative side
of our work, rather than the
purely relief aspects. Our job is
to see to it that people become

refugees in these countries. It
means, too, that under a special
Children's Project refugee young-
sters in Spain are aided to come
to the U. C. Four transports
have already arrived here; more
are being prepared.
The final pin, at Buenos Aires,
is perhaps the brightest of all.
It gleams not only with hope but
with accomplishment. It repre-
sents not only a haven of refuge
for 125,000 Jewish immigrants but
also a homeland and normal life.
