NEW YORK.—Addressing several
hundred members of the women's

council of the Navy League, James

W. Gerard, United States ambassador

to Germany during the first World

War, warned here that the greatest
menace to this country was the
Fubma rine.

He declared that the conflict at sea
would determine the result of the
war. Multiplication of the output of
American war industries could not
be fully effective, he pointed out, if
a large 'part of the output were lost
at sea.

We must devise new methods for
combatting the German undersea
menace," he added. "Hitler is launch-
ing a new submarine a day in his
great bid to cut off American sup-
plies. Right now the submarines are
hunting in packs in their supreme bid
to cut off our troops in North Africa
from American supplies. We must
thwart Hitler and his submarines if
we are to come out victorious."

Mr. Gerard declared that the
Reichsfuehrer had reduced war to a
bestial level and that he and his
"gang of murderers" would stoop to
any device in a desperate effort to
win the war. The former Ambassa-
dor likened the Nazis to jungle beasts
and said Americans must overcome
any complacency they might feel and
be ready to tight on an all-out basis.
America must depend to an in-
creasing degree upon her women, he
pointed out, as he complimented the
women in his audience for their "self-
sacrificing" labors to promote victory.
"Our women are playing and I
hope will continue to play a big part
in the ultimate defeat of the forces
of Hell," he declared.

Henry J. Taylor, war correspond-
ent and author of "Time Runs Out,"
praised General Eisenhower's strat-
egy in North Africa. Lieutenant
Jc•hn D. Lodge, the toastmaster, in-
troduced Dana M. Babcock, a mar-
ine who fought on Guadalcanal, and
George Frances Limon, a twice-
terpedoed seaman.
