Council Institute, which is to
take place during the afternoon
and evening of Sunday, Nov. 15,
James 1. Ellmann, president of
the Jewish Community Council of
Detroit, • issued the following
sta lenient :

"The annual Institute con-
ducted by the Jewish Commun-
ity Council of Detroit is one
of the devices through which
we strengthen and make more
real the democratic structure
and practice of this community
body. Through it we furnish
the various segments in the
community an opportunity for
airing views and attitudes,
representative of the different
trends in community thinking.
"All year round it is the
elected Community Council del-
egates, the Executive Commit-
tee, and the various committees
under their chairman that de-
termine policy and carry out
actual programs. However, in
addition to the body of demo-
cratically-elected delegates, there
are the large memberships in
the organized Jewish commun-
ity to whom the Community
Council must submit its work
for appraisal and criticism. The
Institute furnishes the men
sion for such appraisal.
"Through
such
assemblies
the Community Council, as the
democratically-constituted, pol-
icy-nu/Jinn ! body, is enabled to
keep its finger on the pulse of
community needs. Under the
impact of honest criticism, con-
structive suggestions and de-
mands, and indications of needs,
the Community Council becomes
compelled to retain its dynamism
and prevent obsolescence in its
ideas and programs.
"Thus, the creation of a
richer community life, the
strengthening of Jewish values,

Of Jewish Majority

SYRACUSE. (WNS) — Dr.
Abba Hillel Silver of Cleveland,
noted Zionist leader, demanded
this week that Palestine be placed
under international control to
enable "the rapid establishment
there of a Jewish majority, or
the immediate establishment of
a commonwealth based on tilo

Dr. Silver was the principal
speaker at the opening session
of the 24th convention of the
Zionist Laborite Party of Amer-
ica. Afore than 1,000 delegates

said. "reminds us of the fact

"But Palestine has become a

the post-war status of Jews, Dr.
Silver declared: "We cannot per-

BALTIMORE. (WNS) — Ar-
thur Hays Sulzberger, president
and publisher of the New York
Times, who returned recently
from a trip to Britain, this week
called upon Jewish and non-
Jewish supporters of Zionist aims
to drop their demands for the
creation of a Jewish army in
Palestine and for the post-war
establishment of a Jewish State
in the Holy Land.

that the Zionist demands were
helping "to create problems in
the Moslem world which merely
add to the difficulties of the
United Nations."
"Presumably the British gov-
ernment has decided that all other
things considered, it will not help
win the war to meet the demand
for a separate Jewish army,"
Mr. Sulzberger said. "Further-
more, the United States Govern-
ment has evidently not felt it
either wise or expedient to inter-
vene with the British govern-
ment in this matter. It seems to
me, therefore, that since these
decisions have been made—and
I think, made with a conviction
that will not be changed, at
least during this war—it serves
no useful purpose to continue,
at this time, a campaign which
not only embarrasses the United
Nations, but can be distorted by
the Axis in the Arab world.
"I wish I had the ability to set
that problem straight and teach
my fellow-Americans who are not
Jews that it would be wise to
