Distribution Committee, t h e

National Refugee Service have
carried on large-scale programs
to provide relief and rehabilita-
tion to hundreds of thousands in
overseas lands, to rebuild Pales-
tine as a haven and homeland for
refugees, and to aid newcomers
to the United States in adjusting
themselves to the American way
of life.
In describing the aims and ae .
tivities of the United Jewish Ap-
peal agencies, Mrs. Avery ob-
served that they were engaged
in programs of wide scope em-
bracing not only work of life-
saving, but that they had initi-
ated reconstruction and rehabili-
tative measures which have bene-
fitted Christians as well as Jews.
Summerizes Work
Te summarized as follows the
major purposes of the organiza-
tions represented in the United
Jewish Appeal:
Established during the first
World War, the Joint Distribu-
tion Committee has been the ben-
efactor of millions of men and
women in almost every corner of
the world during the past 28
years. Since the beginning of the
present conflict, it has continued
its life-giving effort, furnishing
direct aid to an average of 928,-
000 men, women and children an-
nually since 1939. Despite ser-
ious war difficulties, it has fur-
thered refugee emigration from
Europe to many havens and
helped refugees in unoccupied
France, Switzerland, Portugal,
Spain and other neutral lands. It
conducts special rehabilitation
measures in 18 Latin American
countries to enable speedy ab-
sorption of refugees into the
economies of their newly-adopted
countries of residence. In addi-
tion to its program of aid for
Jews overseas, the Joint Distri-
bution Committee has cooperated
closely with and contributed to a
great ninny non-sectarian agen-
cies. It has spent approximately
$7,000,000 in this latter type of
activity, of which the largest part
was expended in connection with
the work of the American Relief
Administration, headed by Hei.-
bert Hoover, in Russia in 1921-
1922. The largest non-sectarian
activity which the Joint Distribu-
tion Committee is presently
carrying on is in cooperation with
the Polish Government-in-Exile,
on behalf of the 2,000,000 Poles,
600,000 of them Jewish, who are
now refugees in Asitic Russia.
Palestin e Is Haven
With the help of the United
Palestine Appeal, the ancient
Jewish homeland in Palestine has
been converted into a foremost
haven for refugees from Hitler-
ism. The United Palestine Ap-
peal, which supports every phase
of the development and rebuild-
ing of Palestine, has made pos-
sible the settlement of 300,000
victims of Hitlerism since 1933.
The homeless continue to come
into Palestine, despite the hard-
ships of war. Through this agen-
cy's reconstruction program, ref-
ugees in Palestine are today mak-
ing an outstanding contribution
to the defense in the Middle East.
They have enlisted in tens of
thousands in the British Army
and they have mobilized on the
industrial and agricultural front
for the United Nations war ef-
fort. The lives of many thou-
sands of homeless men and wo-
men have been rebuilt in Pale-
stine through a large-scie colon-
ization effort, whose pioneering
spirit recalls the early (lays of
our own country. Palestine has
been converted into an arsenal
and granary for the Middle East-
ern forces of the United Nations
by the toil and devotion of the
Jewish community of 584,000,
which is doing its share for vic-
to•y wholeheartedly.
NRS Retrains Workers
As the principal agency meet-
ing refugee needs in the United
States, the National Refugee
Service renders many services to
refugees and Americans. It is
dedicated to the task of assisting
recent newcomers to the United
States to become Americans and
take up the American way of
life as quickly and as effectively
as possible. The assistance it fur-
nished to the refugees is being
repaid to America itself. Today
refugee boys are gladly serving
in the U. S. Army. Some have
already made the supreme sacri-
fice for the land that gave them
haven. Newcomers are being aid

tifie and industrial skills into val-
uable assets for the war produc-
tion of our country. The National
Refugee Service has made hun-
dreds of skilled workers available
to industries short of manpower
by means of its intensive retrain-
ing program. Its systematic re-
settlement activities have also
speeded the integration of refu-
gees as in and respected
citizens. In the communities which
have welcomed them.
The United Jewish Appeal is
conducting its campaign in be-
half of the Joint Distribution
Committee, United Palestine Ap-
peal and National Refugee Serv-
ice, under the leadership of Wil-

Victims of Hitlerism who have
found a haven in the United
States are now being retrained to
participate in the nation's war
program in industries which are
experiencing a shortage of man-
power, it was revealed here by
Fred M. Butzel, vice-chairman
of the War Chest of Metropolitan
Detroit.
The task of converting the
skills of refugees into assets for
the struggle to destroy the Nazi
regime is the responsibility of the
National Refugee Service, the
agency which is represented in
the War Chest through the Al-
lied Jewish Campaign of Detroit.

al, national and overseas bodies.
As an example of the type of
retraining and Americanization
activity carried on by the Na-
tional Refugee Service, Mr. But-
zel cited the case of three men
who had been inmates of con-
centration camps in Germany and
who only recently won an Army
and Navy "E" for the lighting
company which employs them.
Represented together with the
Joint Distribution Committee and
the United Palestine Appeal in
the United Jewish Appeal for
Refugees, Overseas Needs and
Palestine, the National Refugee
Service renders many services to
refugees and Americans of all
faiths. It is dedicated to the

come Americans and take up the

as possible.
Planned Program Says Butzel
"It is the first planned, pro-
gram in the history of American
immigration to undertake such
responsibility and its efforts have
been universally praised by out-
standing Americans including
President Roosevelt himself. Of
its program the President has
said: 'It is of value to the im-
migrant himself and to the na-
tion'," Mr. Butzel said.
As part of its extensive pro-
gram, the National Refugee Serv-
ice has been instrumental in in-
tegrating many scholars, physic-
inns and scientists of all faith3
in the war effort.
Over it period of three years,
4,000 placements have been made
for persons in these categories.
Subventions have been made to
outstanding refugee scholars and
medical scientists, many of whom
have assumod responsibilities in
the war effort in which their
special skills and knowledge are
proving of considerable value.
The refugees' desire to belong
and contribute to American lire
finds direction in the social ad-
justment activities of the Na-
tional Refugee Service. This
agency refers newcomers of all

faiths to English classesam
to Americanization opportunities.
More than 57,000 such services
have been rendered in the last
three years.
Before 1942, the N.R.S. helped
tc turn the abilities of 1,500 ref-
ugees into fields valuable to na-
tional economy and defense by
vocational retraining. Since Jan.
1, nearly 500 persons have en-
tered N.R.S. retraining classes,
in more than 16 trades and oc-
cupations, many of them vital to
the war effort. This agency has
also provided 1,139 loans, total-
ing more than $150,000, to refu-
gees for establishment of busi-
nesses, the purchase of farms,
etc.
14.000 Refugees Brought
Since the beginning of 1942,
the N.R.S. has resettled 620 in-
dividuals, bringing to over 14,000
the number of persons who have
been removed to cities and rural
areas throughout the country,

entry. The N.R.S. is also taking
steps to speed the Americaniza-
tion of the refugees. It has made
8,143 referrals to civilian de-

has had to turn to a public agen-
cy for help. Among those who
have received direct aid have
been individuals of all faiths af-
fected by Hitler's expropriation
laws.
In addition to the above activ-
tiy, it should be noted that the
National Refugee Service cooper-
ates closely with other organiza-
tions in the field—the American
Committee for Christian Refu-
gees, the American Service Com-
mittee, the Catholic Committee
for Refugees, and its resources
are made available to these or-
ganizations. It maintains the
most extensive file of refugee
records in the United States, and
affords all refugee agencies in
this country clearance service.
It also collects and makes
available to all such agencies in-
formation which assists aliens to
fulfill their new obligations under
present "enemy alien" regula-
tions. In this work it is of great
assistance to our Government as
