Special services have been
brought into being in the Jew-
ish community on the basis of
the special needs of Jewish youth
and Jewish workers. These serv-
ices must be evaluated periodi-
cally to determine whether the
aid offered is still necessary,
whether their scope should be
increased or decreased, or their
function changed.
The economic status of the
Jewish community, in relation to
the general economic situation
should be known, as it is now
not known, as currently as pos-
sible.
Theories of occupational un-
balance pose a problem which
may not exist, since askewed oc-
cupational distribution may be
typical rather than atypical of
cultural - religious or national
groups.If such a theory were ac-
cepted as cogent, attempted solu-
tions would be sound only if data
on present occupational distribu-
tion of Jews were available. Any
step in providing counselling fa-
cilities, employment help, or
training resources, should be
based on knowledge of the pres-
ent status of Jewish workers.
Anti - Semitic charges against
Jews must be refuted as sound-
ly as possible by citations of
fact, never easily available.
These areas are not mutually
exclusive, but serve to separate
the chief issues involved. The
changes in economic life brought
by the war and the operation of
the factors listed above have
tended to emphasize or minimize
these problems.
The dislocation of economic
life resulting from the war pro-
duction program has seriously af-
fected the Jewish group. While
comprehensive data are lacking,
it is evident that Jews are nut
greatly represented in heavy in-
dustry, but have been concen-
trated in small mercantile en-
terprise, in the professions, and
in consumer goods manufactur-
ing. Excepting the professions,
these have been most seriously
affected by the war. Unable to
secure typewriters or linoleum,
lamps or furniture, the Jewish
merchant must go out of bu:d-
ness. The urban character of
the Jewish population has also
tended to work against him. MIT.

— to the very large cities. The
opportunities for Jews in war
employment, therefore, have been
fewer than for the general popu-
lation.
Prior to the war Jewish youth
had entered the metal trades in
small numbers. When training in
this field became available, Jew-
ish youth seized the opportunity.
However, as inexperienced work-
ers. they are the last considered
for employment. Up to the sum-
mer of 1942, despite the need
for workers, discrimination
against Jews, as against Negroes,
aliens, and persons of Italian or
German parentage, was a very
considerable bar to employment.
This situation is epitomized in
the attitude of the employer •:io
the Government yesterday. There-
after, only those cars will be
allowed to operate that are used
by persons connected with the
prosecution of the war effort.

The positive aspects of the
effects of the war production pt,b-
gram are also many. It is evi-
dent that the overwhelming need
for workers must eventually pro-
vide employment for all who are
callable of doing productive
work. Jews, among others, will
share in new work opportunities.
The affirmative stand of the gov-
ernment in urging fair employ-
ment practices may not only de-
crease discrimination, but may
have far reaching effects aft.:?r
the war. Acceptance of labor or-
ganization by industry may fav-
orably affect the employment of
union members and therefore of
Jewish union groups. Increasing
government employment, with its
relative freedom from discrimi-
nation, has offered opportunities
to Jews. The emphasis on pro-
duction and on the metal trades,
and the lack of opportunity in
white collar and merchandising
occupation, may be seen as an
opportunity to "correct" the oc-
cupational structure of the Jew-
ish community. -
The factors, forces, and trends
listed form the background
against which the Jewish boy or
girl must make his vocational de-
cision.
