such as mattresses, glassware,
electrical appliances. ladies' cloth-
ing, are now being manufactured
by the immigrants. More than
4,000 Chileans are given work
in these new establishments.
In Cuba, where there are
6,000 refugees, none has become
a public charge. Recently the
Cuban Government, which is
familiar with the work of the
familiar with the work of the
J.D.C., granted resident status
to those refugees who had ar-
rived on tourist or transit vists.
The new status means that the
refugees may work as domestics,
hire out special skills not com-
peting with Cuban laborers, or
start small businesses. Craftsmen
from Holland and Belgium have
opened a diamond factory in
Havana which exports industrial
diamonds to American war
plants. Other refugees manu-
facture sausage casings, fish
products, and fabrics made of
palm leaves.
At about the same time that
the Cuban Government conferred
tesident status on refugees, it
decreed that citizens of enemy
or enemy-occupied coun tries
would be forbidden to enter the
country. The decree was issued
while the "SS San Thome," a
Portugese vessel on which pass-
age had been booked for several
hundred European emigrants was
on its way to Cuba. When the
boat arrived in Havana 210 pas-
sengers who had Cuban visas
were forbidden to land. For 10
days the "San Thome" was an-
chored in the harbor, and it
seemed for a while that the

Reported Missing After
Rail on Dieppe
LONDON (WNS)—An Amer-
ican Jewish soldier—Private Louis
Kline of Memphis, Tenn., was
listed among the missing in the
first casualty list of American
troops who participated in the
nine-hour Dieppe raid last week.
The missing soldier's next of kin
is Harry Kline of Memphis.
Another Jewish fighter—Har-
old Bergman of Winnipeg, Can-
ada, was among the Canadian sol-
diers who returned safely from
the history-making raid of the
French coast.
The Nazi radio in Paris, report-
ing the battle, stated that Jews
in occupied France tore off their
yellow Mogen Davids, which all
Jews must wear, when they heard
that United Nations troops had
landed in Dieppe. This might be
taken as a pretext for further
anti-Jewish persecution, however,
since the British radio informed
the people of France that the
Dieppe raid was not an invasion
and urged the French people not
to jeopardize their security.
refugees would have to turn
back to Europe and concentra-
tion camps. During these 10
(lays the J.D.C. and the local
committee in Cuba through which
it operated, worked incessantly
to have the passengers disem-
barked. On the 10th day Presi-
dent Batista himself decreed
that the refugees be permitted
to enter Cuba.
The refugees were then taken
to Tiscornia, the Ellis Island of
Cuba, where several hundred
more emigrants were being de-
tained pending the establish-
ment of their bona fides. At
Tiscornia no one was at first
permitted to have contact with
the outside world. In addition,
the refugees found the unaccus-
tomed food extremely unpalat-
able. To ease their mental anx-
iety and physical discomfort the
local refugee committee, with
Cuban Government permission,
sent a representative into Tis-
cornia several times a week to
reassure them, take messages t'
their relatives in this country
and deliver money remitted from
America. The committee also
sent in each day quantities of
oranges, bananas, sardines and

required. Since 1936, the J.D.C.
has spent nearly $2,000,000 in
Latin America. Much more could
have been spent if it were not
for the vast amount of emerg-
ency relief of the J.D.C. had
to give to native Jews and
refugees in 52 countries on five
continents. But the J.D.C. is
bearing in mind the value and
necessity of its work during
World War I, and especially the
job of reconstruction which had
to be done after the war was
over. In the case of Latin Amer-
ica there is an added stimulus,
for the Jews dispossessed from
Europe and now in Latin Amer-
ica are no longer refugees from
the past, but immigrants to the

to blind us, to the responsibility
of securing that future for them
and for us. As Americans and
as Jews, ours is the duty to sup-
port the war effort in every
way possible, and also to dis-
charge or traditional Jewish re-
sponsibilities to local institutions,
to overseas relief, and to Pales-
tine.

One of the important by-
products of J.D.C. operations in
Latin America is a realignment
of various elements in the Jew-
ish communities. The common
problem of facilitating the ab-
sorption of the refugees has
brought about a closer and more
harmonious relationship between
the various groups of Jews in
each country.
Keeping needy refugees off
the public relief rolls is one
means of impeding the develop-
ment of anti-Semitism. But
there is an even greater and
more positive value to this pro-
gram. Latin America contains
large habitable areas which are
still unsettled. It holds resources
still untapped. When this war
is over, Latin America may play
an important role in the plans
which responsible leaders in
United Nations circles are now
making for the resettlement of
great masses of people from a
shattered, boundary-ridden and
economically dislocated Europe.
It is simple, inescapable logic
that the refugees now in Latin
America must be given every
opportunity to become adjusted
if their new homelands are to
open their gates to post-war
immigrants. Latin America may
play a role in post-war immigra-
tion comparable to that which
the United States did for so
ninny decades.
It is a tribute to the efforts
of the J.D.C. and its cooperat-
ing committees that Latin Amer-
ican countries have recognized
the position of the refugees.
Last January, the foreign minis-
ters of the American republics,
meeting in Rio de Janeiro, rec-
ommended in a resolution that
the participating countries pro-
tect aliens not deemed danger-
ous "from being deprived of
adequate means of livelihood, un-
fairly discriminated against or
otherwise interfered with in the
conduct of their normal social
and business activities."
It is to be regretted, in a
survey of J.D.C. achievements
in Latin America, that the J.D.C.
