have to go to Palestine. It does
not mean that Zionists will be
legally and politically tied with
the Jewish Commonwealth in
Palestine. But it does mean the
realization of Zionism as a nec-
essity for the survival of the
Jews as a people—and not only
of those who will go to Pales-

Dr. Stephen S. Wise, chair-
man of the Emergency Commit-
tee, who presided said that the
conference had been called "in
order that unity, which is an-
ether name for understanding
nd comradeship translated into
effective cooperation, may obtain
in the councils of the Zionist
movement. We meet together in
order that all American Zionists,
irrespective of party affiliation,
place the cause of Zionism above
party sectarianism."

Dr. Weizmann 'emphasized that
the United States, England and
Russia "have a stake in the
progressive and orderly develop-
ment of the Near East. At the
juncture of three continents, as
a bridge linking east and west,
and standing guard, as it has
always stood, over the route
from Europe to India, Palestine
can play a peculiarly significant
part in the reconstruction of the
post-war world."
Declaring that the "moderniz-

ment cannot be carried out in
an impel ialistic way," he stressed
that "it can be done by a wes-
