ices and movements—philanthro-
epic, cultural, educational and
creative — our Federation has
been the point of contact between
the Jews of Detroit and their
brethren throughout the world.
Through our centralized instru-
ment for the raising and dis-
tributing of funds, we have main-
tained a line of communication
with great agencies throughout
the world wherever Jews are in
need.
"In presenting this annual re-
port, I wish, first of all, to take
this opportunity once more, to
voice my endorsement of the
Detroit Community Fund. I again
ur ge every member of Federa-
tion to continue supporting the
Fund wholeheartedly, both
through service and with contri-
butions. Inherent in the Commu-
nity Fund plan are the very prin-
ciples of democracy. so dear to
all Americans. It is the means
whereby the entire community
every fall collects and adminis-
ters funds for the welfare of
all, irrespective of race, color or
creed, for Jew as well as non-
Jew. Much of the work accom-
plished by the Fund would have
to be shouldered by the Jewish
Welfare Federation independent-
ly, if there were no Fund. Seven
Jewish agencies, including Fed-
eration itself, receive some or
all of its support from the Com-
munity Fund. Other such agen-
cies are the Fresh Air Society,
the Hebrew Free Loan Associa-
tion, the Jewish Children's Bu-
reau, North End Clinic, Jewish
Community Center and Jewish
Social Service Bureau.
"While there has been no pub-
lic announcement yet, I am at
liberty to divulge to you the
fact that this fall the Commun-
ity Fund will combine with the
U. S. 0. in conducting a joint
city-wide appeal—and I am sure
that the enlarged effort will re-
ceive our complete co-operation.
The Community Fund is one of
the great institutions of democ-
racy; one that we must maintain
as a vital part of our society.
We are happy to be associated
with it as contributors, as work-
ers and as members of many of
its agencies and boards.

cision to co-ordinate this pro-
gram as a unified, community-
wide venture, grew out of the
self-study initiated at the sug-
gestion of Herman Cohen. As
a result of this merger, the for-
mer members of the old board
are now serving on the new
agency board, with the result
that we have a coordinated pro-
gram at a reduced cost and with
a better service for the children
under community care.

JEWISH CAMPING ASSN.

"Another step toward the de-
velopment of smooth inter-
agency relationship was taken
by our vacation agencies, with
the completion of the first year's
service by the Jewish Camping
Association, in which are includ-
ed representatives of Fresh Air
Society, Council Camp, the
Mothers' and Babies' Camp at
Chelsea and Camp Habonim—the
Stay4at-Home Camp conducted
by the Jewish Community Cen-
ter during the summer, for chil-
dren who must remain at home.
Such matters as central program-
ming, staffing, and registration
for the camp, are now the con-
cern of our new central camp-
ing committee. As a result, camp-
ing needs, because they are being
considered from the standpoint
of the entire community, are
being served with increasing suc-
cess.

JEWISH OLD AGE BUREAU

"When board members of the
Jewish Home for Aged found
that increasingly the residents
at this modern home for old
folks were in need of medical
care because of the high preval-
ence of chronic illness among
such old people, the board, in
collaboration with other of our
agencies concerned with this
problem, established a Jewish
Old Age Bureau. Through this
Bureau, which also has com-
pleted its first year of service,
the needs of old people, whether
they can be admitted to the
Home for Aged, or whether they
must continue to remain in their
own homes, or in boarding homes,
are now being given considera-
tion. It is our hope that the same
care and devotion given to the
hundred and twenty-eight old
men and women at the Home
for Aged, also can be given to
the thousand or more additional
old men and women in the de-
pendent group that come to the
