than he bargained for when he
took office in 1934, though that".

ever, Morgenthau has had to
take over supervision of the
Lease-Lend Bill and the Defense

but the time has passed when
people thought of him merely as
a financial mouthpiece for the
President. They have learned
that quietness is not always syn-
onymous with a lack of enter-
prise; in fact, they have learned
that the enterprise in unusual
financial strokes has been more

thought.

Another man who has been
quiet but unusually active is Na-
than Straus, Jr., now Adminis-
trator of the United States
Housing Authority. The defense
program has thrown a load of
work on Straus, because homes
have to he provided for the de-
fense workers, and mushroom vil-
lages are not in keeping with
contemporary Fpderal viewpoints
on adequate housing. Straus in-
sists that the Government should
take over a substantial part of
the expense of providing homes
for defense workers.
The most quiet one of all has
been Judge Samuel I.—Rosenman
of New York, who has gone in
and out of the White House in
his capacity as the stylistic ad-
viser as well as personal friend
to the President.
IN CONGRESS AND GOVERN-
MENT DEPARTMENTS
In Congress several men have
been unusually prominent. Rep-
resentative Sol Bloom of New
York, as Chairman of the Com-
mittee on Foreign Affairs, might
have been the butt of especially
sharp attacks and the reason for
fear among the frightlings. That
he has been neither, though he
has declared himself openly on
the subject of the responsibilities
of this government in the world
crisis, is proof of his great tact
and the consideration he gives
his utterances.
Congressman Samuel Dickstein
of New York was thrown, by the
sad circumstance of Congress-
man Edelstein's death, into the
necessity of saying bitter things.
As Chairman of the Committee
on Immigration and Naturaliza-
tion and as Vice-Chairman of
the Special Committee to investi-
gate un - American activities,
Dickstein was, like Bloom, in a
prominent spot. Like Bloom, too,
he remained free of attack even
from those who were looking
for such opportunities; and as in
