BILL OF RIGHTS ANNIVERSARY
President Roosevelt Accepts Honorary Chair-
manship of Committee
On Dec. 15 will occur the
150th anniversary of the adop-
tion of the Bill of Rights. The
Rights are contained in the first
10 amendments to the Constitu-
tion. Within them is to be
found, according to historians,
the soul of the document. The
President of the United States
is the honorary chairman of the
Bill of Rights Sesqui-Centennial
which is being arranged by the
Council Against Intolerance in
America.
The celebration is to be na-
tionwide in its observance. The
Sesqui-Centennial Committee is
composed of reprsentatives of all
faiths, drawn from all sections
in America, and includes leaders
of those national organizations

Chairman of the Celebration
Committee.
Despite the self-imposed re-
striction which ordinarily pre-
vents the President of the United
States from accepting the Hon-
orary Chairmanship of any com-
mittee or organization except
official ones, President Roosevelt
has agreed to assume the Honor-
ary Chairmanship of the Sesqui-
Centennial Celebration Commit-
tee in a letter to Mr. Swope : He
states:
"Ordinarily, I do not ac-
cept honorary posts in con-
nection with observances with
which I do not have an official
connection. This in because of
the great number of invita-
tions which come to me asking
support of very meritorious
undertakings.
"Because of the outstand-
ing character of this anni-
versary I shall be happy to
become the Honorary Chair-
man."
Honorary vice-chairmen are:
Vice-President Henry A. Wal-
lace, Speaker of the House Sam
Rayburn, former Chief Justice
of the United States Charles
Evan Hughes, former President
Herbert Hoover and these former
Presidential candidates: James
M. Cox, Democratic, 1920; John
W. Davis, Democratic, 1924; Al-
fred M. Landon, Republican,
1936; Alfred E. Smith, Demo-
cratic, 1928; Wendell Willkie,
Republican, 1940.
Schools throughout America,
fraternal, civic" organizations, and
churches of every creed will be
asked to participate in the cele-
bration and it is planned that on
Dec. 15 America will present a
united front against the enemies
from without and the disruptive
forces within by proclaiming
staunch adherence to the prin-
ciples enunciated in the Bill of
Rights.
Governors and Mayors of cities
throughout the United States
will be invited to issue a procla-
mation in celebration of Bill of
Rights Day on Dec. 15. Leaders
of both major parties in the Sen-
ate and the. Howe of Represen-
tatives have agreed to intro-
duce resolutions in recognition
of the day and to arrange for
joint or separate commemorative
exercises. he Council, in cooper-
