jection of anti-Semitism by the
electorate can also be found in
the return to Congress of Jews
in sections where the majority
of the voters is not Jewish.

Chairman of the Rules Commit-
tee, Emanuel Cellar of Brook-
lyn, Samuel Dickstein and Sol
Bloo mof New York, Leon Sacks
of Philadelphia, Samuel A. Weiss
of Glassport, Pennsylvania, Her-
man P. Koppelman of Hartford,
and Arthur G. Klein of New
York.

with its program is resistance
to the march of progress.
The United Jewish Appeal was
dissolved not because of dis-
agreement as to whether one
agency or another should receive
more funds. Moreover, the issue
was not resolved—for . the Unit-
ed Jewish Appeal, three months
after it had been brOken up, was
reconstituted. The fundamental
issue still remains. That is, ap-
preciation of the place of Pales-
tine within the framework of
Jewish life in the current and
in the post-war period. To Zion-
ists the end of the war will be
a signal for an enlarged pro-
gram of colonization in Pales-
tine. To anti-Zionists that is a
challenge to their conception of
what the world will be like when
Great Britain shall have won the
war.
Dr. Chaim Weizmann, during
his four-month visit to the Unit-
ed States, tried to emphasize the
elements . that unite Jews on

Palestine. A preliminary series
of meetings was held with so-
called non-Zionists and discus-
sion was given to the possibility
of adopting a common program
that would apply not only to
Palestine but to the Diaspora,
for „. the. non-Zionists feel that
they must have the acquiescence
of the Zionists in formulating
any constructive, enduring plan
or the amelioration of .Jewish
life outside of Palestine in the
post-war period.

General Jewish Council

To most Jews the most dis-
heartening spectacle has been
the liquidation of the General
Jewish Council as a unifying
force. When the General Jew-
ish Councl was first formed at
Pittsburgh and it brought to-
gether the American Jewish Con-
gress, the American Jewish Com-
mittee, the Bnai Brith and the
Jewish Labor Committee, the
problems of adjustment and of
compromise were foreseen. It

was hoped that in the process
of common discussion 'there
would be a reduction in the
sharpness of difference and a
greater appreciation of points
of view.
No one' who has watched the
General Jewish Council in action
during its brief history will con-
tend that it was a conservative
body. At best it had negative
influence, preventing action when
it might have been taken, wisely
or unwisely. American Jewry
had hoped that the General Jew-
ish Council would offer a unified
channel for the promotion of
the activities theretofore separ-
ately conducted and financed by
the four organizations. It had
not been conceived that four or-
ganizations would make four dif-
ferent representations on the
same problem, that four would
issue the stone pamphlets on the
same issue, that four would raise

Internal Differences

In the realm of fundamental
disunity, the year witnessed
three manifestations of it which,
in their essence perhaps, have a
commons source. These were the
dissolution of the United Jewish
Appeal, the withdrawal of the
American Jewish Congress from
the General Jewish Council and
the controversy over the estab-
lishment of a national budget-
ing. committee.
. In a period of outer stress,
when Jews feel their place in
world society imperilled, there
is an understandable desire to
minimize friction and to con-
serve personal relationships as
the basis of a common front to
meet clangers facing Jews. But
the definij,ion of differences in
Jewish life became sharper in
the past vear. On the one hand
is a group which asserts that it
represents the overwhelming ma-
jority of American Jews in the
desire to maintain traditional
values and the hegemony of the
majority over the functions and
purposes of Jewish( life. On the
other hand is a group, limited in
number, with the authority of
prestige and resources, equally
insistent that it has only the
beSt. interest of American Jewry
