(JPS)—Maxim Lit-
vinov, former Foreign Affairs
Commissar of Russia who was
expelled from power when Stalin
began appeasing Hitler, is on the
way back to favor, it is believed
in diplomatic sources here, where
Litvinov first made his interna-
tional reputation as the chief pro
ponent of "collective security."
Litvinov is the one world states-
man, aside from Churchill, who
fought appeasement steadily. He
wanted the powers to fight Hit-
ler before Czechoslovakia was sac-
rificed. The possibility is that be-
cause of his high repute in Eng-
land he may be made a good-
will ambassador.

Nazis Extend Persecu-
tion of Jews on
All Fronts

JERUSAELM (JPS - PaIcor)—
As a result of efforts on the
part of the Jewish Agency, the
validity of those immigration cer-
tificates and visa authorizations
which, isued since the first of
April of last year, have not yet
been used has been extended until
Oct. 31, 1941.
In spite of external conditions,
Jewish immigration into Palestine
has not ceased, the figures for
the first five-and-a-half months of
1941 having been close to 5,000.
The exact figures are not at the
moment available; but the fact
that large boatloads of certificated
immigrants such as the 455 who
steamed into Haifa Harbor on
June 13 are able to arrive here
safely demonstrates that the travel
lanes are still sufficiently open to
permit the use of outstanding cer-
tificates. Another 1,600 immigrants
with valid certificates are in coun-
tries having some link with Pal-
estine and may possibly get away.

LONDON •(JPS) — It has been
reported here that the Nazis are
accusing the Jewish citizens of
Warsaw and Lublin of having
distributed after the recent raids
by Russian planes Yiddish leaflets
saying that the Red army was on
its way to save them.
A Hungarian Nazi paper has
demanded that all Jews be treat-
ed as Communist spies.

Lebanon Looks Upon a Union of
Arab States With Apprehension

Delivery of Lebanon to "Domination of Desert" Opposed
by President of Lebanese League of Progress

By ARNOLD K. ISREELI

The idea of a union of all the
Arab lands is not new. It has
been discussed for many decades.
It has been the dream of idealists,
the slogan of propagandists and
the bait of politicians. Many com-
petent students of Arab affairs
have dismissed it as a desert
image. Recently, however, the idea
has assumed new importance ow-
ing to the fact that it has been
broached, though in rather sha-
dowy terms, by British Foreign
Secretary, Anthony Eden.
Of paramount interest, of
course, is the question of how the
Arabs themselves feel about it.
Not the Arabs en masse, but
the different Arab groups, the
different Arab political units now
in existence. That there are differ-
ences among them with regard
to the proposal, there can be no
question, and even those who
agree that the aim is desirable
will differ as to the methods of
attaining it.
In his search for enlighten-
ment the present writer came upon

the leader in America of a large
and important group of Ameri-
cans of Arab origin. He is Sal-
bourn A. Mokarzel, president of
the Lebanese League of Progress
and editor of the Arab daily
newspaper Al-Hoda (The Guide)
published as 55 Washington St.,
New York. Mr. Mokarzel has been
connected with his paper for over
40 years. The League over which
he presides embraces 60 organiza-
tions of Lebanese in America.

Le.oanon Says "No"

WENDELL L. WILLKIE

NEW YORK (JPS)—The 1911
award for "American leadership"
was presented to Wendell Willkie
by the Jewish War Veterans of
the United States at a luncheon
at which the recent Republican
Presidential nominee said: "We
cannot have peace or liberty as
long as Hitler is alive."
In his brief address of accept-
ance Mr. Willkie made no refer-
ence to the organization which
had honored him or to the place
of the veterans in the defense of
the Republic, despite the presence
of 96-year-old Civil War Veteran
Daniel Harris.

End of Racial
Bigotry Urged
Stirring Addresses in
Congress by Rep.
Sacks

WASHINGTON. — Charging
that "the ugly issue of racial
and religious bigotry has been
injected in recent months into
the proceedings of this body"
Representative Leon Sacks, (D.)
Philadelphia, called upon Con-
gress on June 26 to "halt this
perfidious practice."
Although he did not refer by
name to any of his colleagues
in the House, Sacks made refer-
ence to recent statements attrib-
uted in the Congressional Rec-
ord to Representative Robert P.
Lambertson, (R.) Kansas, and
Representative John E. Rankin
(D.) Mississippi. The latter's at-
tack upon Jews drew dramatic

happened more than once that
the N.C.O., thinking of religious
minorities in general, assembled
the Roman Catholics instead. On
one of these occasions the chap-
lain, hearing himself called a
"Father," grasped the situation
and there and then set himself
once more to find his scattered
flock.

The first Sabbath after the
beginning of the Nazi-Russian
war found synagogues in lead-
ing Russian cities packed with
worshippers offering special
prayers for the defeat of the
German invaders. Religious
services for air-raid victims
were held openly in the larger
cities.

Fifteen Jewish doctors, refugees
from Czechoslovakia, have been
appointed to posts in the British
merchant marine.
Dr. Solomon Lazovsky, a Jew, is
the new chief of the Soviet Bu-
reau of Information for the For-
eign Press. Lazovsky also occu-
pies the post of Assistant Foreign
Minister.

Palestine Office in Berlin Closed

BERLIN (JPS-Palcor) — The
Palestina-Amt, the office through
which tens of thousands of Ger-
man Jews have passed to get
their emigration papers for set-
tlement in Palestine, has been or-
dered closed by the German Gov-
ernment.
During almost two years of
war the famous Amt continued
to function uninterruptedly, serv-
ing as a link between the govern-
ment and the great Jewish com-
munities which successively came
under the swastika.

The Jews of 1776

By EZRA DAVIDSON

Editor's Note: By this time, certain facts about the partici-
pation of the Jews in the War of the Revolution are well known.
But the fidelity of the Jews to the future of the Colonies did not
begin then. Read this study of how Jews helped build the nucleus
of these United States.

Almost anyone can tell you
about Haym Salomon. People
have even started to debunk
him, and to say that those refer-
ences made to his generosity in
James Madison's letters were not
as important as we like to think.
Many people, too, know that
there were forty men in Wash-
ington's army who were Jews,
and that forty is a large num-
ber for the small army that
fought and won the war against
England,
But when the Jews who lived
in the colonies in 1776 chose—
for the most part—to stand by
the struggle of the young repub-
lic against the old monarchy,
they were not a group of new-
comers casting their lot with a
new program. They had grown
up with the program.
How much Jews had helped
form the colonies during the
years preceding the Revolution
is not yet entirely known. Even

t oday there are documents in

Washington which are just being
evaluated, and which indicate
that new facts will eventually
emerge showing the cooperation
the Jews rendered in the devel-
opment of certain focal points
of growth.

Revelations in Amherst Papers

Several years ago the Am-
herst Papers brought out other
such facts. The Amherst Papers
are the official correspondence of
Sir Jeffrey Amherst, Command-
er-in-Chief of the forces in North
America. They cover the years
from 1758 to 1763—great years
in pre - Revolutionary history.
The Seven Years' War was be-
ing fought, and in the western
hemisphere this meant that
French influence was being over-
come, and the colonies were be-
ing made ready for the major
battle ahead. It was the period
