Psychology and Militarism

He shows that from a political
party the Nazi movement in Ger-
many was transformed into an
instrument to prepare the Ger-
man people for world domina-
tion: first, by Psychological
means; second. by military means.
In restrained, almost encyclo-
pedic language Mr. Guttmann ex-
plains the functions of the offi-
cial German and Nazi agencies
abroad and goes into detail con-
cerning the school of the Aus-
senpolitisches Amt der N. S. D.
A. P.. the training institute for
ABRAHAM COOPER
Fifth Columnists.
"The purpose of the Fifth Col-
unm is to prepare a country not
under the authority of the Ger-
man government for a direct
military conquest by German
forces or to install a government

man government and, if neces- held at the Statler Hotel, with
sary, prepare the country for a
German military occupation,"
writes Mr. Guttmann,

Ball, to be held at Hotel Statler
on Saturday night, Nov. 9. Mr.
Cooper has headed committees
for the Balfour Ball since the
inauguration of this event.
At a meeting of the Balfour
Ball committee, held at the home
of Mr. Cooper, 1536 Chicago
Blvd., on Tuesday evening, ini-
tial plans were made for this
annual dance, proceeds of which
are used for the upkeep of the
Zionist' office at 1044 Penobscot
Bldg., and for Zionist cultural
:activities.
Mr. Cooper stated that the
Zionist work will go on unabated
and that greater efforts must be
made to carry to fruition Jew-
ish efforts in Palestine. He said:
"Dr. Chaim Weizmann, in his
message to the bombed people of
Tel Aviv, cabled: 'I am proud of
the courage shown by the people
of Tel Aviv and feel assured that
the whole Yishuv will stand with
determination all trials which
await us until the victory of
democracy and our cause is as-
sured.' In this spirit — we shall
carry on."

Two Main Slogans

"The propaganda base from
which National Socialism oper-
ates consists of two main slo-
gans. The one speaks of the im-
mediate danger of communism,
thus trying to gather all anti-
communist elements under its
banner; the other appeals to the
masses to free themselves from
the Jewish international bank-
ers and warmongers who are
thus branded as enemies of la-
bor.
"Every German diplomatic rep-
resentative abroad is a regional
commander of a certain part of
the Fifth Column. The German
Embassy, which includes rep•e-
sentatives of all departments of
the Ministry for Propaganda and
Information, the Gestapo, and
the Ribbentrop Bureau, assumes
the position of a central office
in each country.
"If, in case of war, the Ger-
man Diplomatic Corps must leave
the country, the Stuetzpunkte
(8upportpoints) assume com-
mand. There are several thou-
sand of these supportpoints all
over every continent in the
world, and all of them are lo-
cated near strategic points such
as communication centers, util-
ity plants, airdromes, main pipe-
lines, and overland telephone and
telegraph cables. These support-
points may be innocent looking
houses, stores, shops, or private
residents. They are occupied by
military experts and officers of
the Gestapo and are outfitted
with radio receiving and broad-
casting sets, apparatus for wire
tapping, tools, and flags. Sonic
of the •supportpoints serve as ob-
servation points and hideouts for
important agents. In case of
war regional commanders of the
Fifth Column organizations are
advised to report to these sup-
port points for further orders.
Supportpoints take a leading part
in guiding German aircraft and
parachutists."
Mr. Guttmann concludes with
an analysis of the Fifth Column
Mass Organizations whose ac-
tivities include cultural and poli-
tical propaganda, military train-
ing. economic espionage and Pen -
etration, industrial espionage and

sabotage.
