The formation of the Federal Council of Palestine Institutions for the purpose of co-ordinating and increasing the various activi- ties in the United States for the benefit of the scores of religious educational and welfare institu- tions of Palestine, which are in- dependent of the Zionist funds, has been hailed and called forth great satisfaction in Palestine. In a cable from Jerusalem, Chief Rabbi Dr. Isaac Herzog and jointly with the leaders of the numerous Yeshivoth, Talmud Torahs, Homes for the Aged, Or- phan Asylums, Hospitals , etc., express their profound satis- faction with the formation of the Council. These venerable leaders stress the financial plight of the institu- tions, which have been deprived of all other sources of income ex- cept that of the American Jewry, and they express the hope that "the Council under the leadership of Rabbi Aaron Teitelbaum will succeed in its sacred aim of sal- vaging the institutions." In a statement issued by the Council at its office at 38 Park Row, New York City, attention is drawn to many other cables which it has received lately, amongst them one from Chief Rabbi J. II. Dushinsky of the Agudath Israel community, pic- turing the position of the institu- tions in Palestine as bordering on catastrophe. The Council also calls attention to the fact that because of the impaired postal connections with Palestine any aid sent there by mails is of little if any value. The only way to send help there is by cable. It therefore appeals to all those contributors, old and new, who want their aid to reach the institutions in Palestine promptly to forward same to the American offices of the various Palestinian institutions. They, in turn, will forward the money by cable. Physicians attending Mr. Mose- ssohn agreed that his death was hastened by the ardors of his voluntary and unrelenting serv- ice in the nationwide struggle against Nazism and anti-Semitism, a task in which he played a lead- ing role as a member of the ex- ecutive council of the anti-De- famation League of Bnai Brith. His father, Dr. Nehemiah Mose- ssohn, founded the Jewish Tri- bune in 1903, and Mr. Mosessohn and his brothel., David, were ac- tive in its publication. For more than a decade after Dr. Moses- sohn's death, until 1931, the paper continued with Mr. Moses- sohn as its editor. £100,000 Grant for Promoting Palestine Self-Sufficiency Approved JERUSALEM.— (Palcor Agen- cy)—A grant of £100,000 design- ed to promote Palestine's self- sufficiency has been approved by High Commissioner Sir Harold MacMichael. The funds are to be taken from the Government sur- plus now on hand. The main purpose of the grant will be to increase the agricul- tural productivity of Palestine, thus enabling the people to sub- stitute locally grown foodstuffs for certain imports. Primarily the money will be used for loans to procure seed and fertilizer, and to enable the recipients to culti- vate the areas between the young trees in the citrus groves. Some of the money, however, will be used for short-term loans through which tractors to break the new land may be hired. There will also be loans on which pay- ment will be due in periods rang- ing from five to 15 years; these latter are intended for the in- stallation of irrigation facilities for vegetables and fodder, and also for cold-storage facilities to accommodate the potato crops. Mental Testing Part of Ju- venue Court Work; uc linquents Studied by Ex- parts Wayne County has one of the few psychiatric or mental hy- giene clinics in the United States attached to a Juvenile Court. Through the expert services of the Clinic, the Court has been able to work out more intelligent plans for the treatment of the perplexing problems presented by some of the children who come to its attention. One phase of the Clinic's work is to determine the child's age or I. Q. This is done by giving the child standard tests worked out by experts over a period of years. Each age level has a dif- ferent set of tests. The child's results on these tests are com- pared with those set up for one of his age level, and a com- parison can then be made. For example, little Richard's response to a question asked of 7-year olds "In what way are iron and silver alike?" was, "They are both heavy." He was credited with an answer at that age level, since more than half of the 7-year olds make a similar re- sponse. When 7-year old Stanley answered to the same question, "They are both black", he failed, since more than half of the 7- year old make a more accurate answer. Judge D. J. Healy, Judge of Probate, who has charge of the Juvenile Court and the Clinic, has found that a clear recogni- tion of a child's intellectual level has often helped to solve his par- ticular problem; that even though the child's fears, worries and emotional condition at the time the tests are given to him influence his results, yet they are a fairly reliable index of his general abilities and handicaps. An illustrating case was that of Leo, who was a school prob- lem, picked fights, carried a knife, was inattentive and mischievous in the class-room, and truanted on many occasions. When he came to the attention of the Court, he was referred to the Clinic. It was found that he had only the intelligence and under- standing of a boy 8 years and 2 months old, when actually he was 11 years and 6 months old. He was then in the fifth grade in school, which was too high for his capabilities. As a result, he been rebelling against his in- n- ability ability to gain any satisfaction out of class-room work, which took the form of conduct out-. lined above. Leo's problem was discussed with the school, and he was placed in the grade where he was capable of doing the work, and has since ceased to be a problem. The Rev. L. M.
