Dr. Theodor
Ilerzl, it will do us all good to
study the writings of this man and to learn some
truths from his predictions.
' The founder of the modern political Zionist
movement foretold that Zionism will become the
movement of the youth. "Mothers," he wrote,
"must understand that Zionism, grand and im-
portant as it is, i s especially important for chil-
dren, the citizens
' of the future." This has proven

and Germany and Czechoslovakia for whom Pal-
estine for a time held out the only hope for a
bright future.
Herzl will be remembered especially for his
v is ion of the coming of a better day for workers.
He wrote: "I think of a white flag with seven
stars. The white field means the new, pure life;
the stars are the seven golden hours of our
working days, because work must be the motto for
the. Jews who go to the new land." This dream
o f -a flag is significant because it was interpreted
in an age when a 12-hou• working day was not
uncommon.
Dr. Theodore Herzl, the journalist, the essayist,
the political reporter, the poet and the author of
fairy tales, stands out in all his greatness, how-
ever, as the interpreter of his people's aspira-
tions, as the analyst of Israel's woes, as the
prophet of the future of the Jewish people. As
s uch his name will live for all time in our history,
our people always being admonished to remember
his plea with regard to the building of a home-
land for Israel: "If you will it, it is no legend."

Crushed Between Two Extremes

Theodor Herzl predicted the present turn in
world affairs. But even Dr. Herzl's gloomy de-
scription of the status of the Jew is exceeded
by the venom and hate which rules the world. The
great leader who crystallized national Jewish as-
pirations through the World Zionist Organization
was under the impression that Jewish "movable
property" "comprised in printed papers which
are scattered over the world" would not be
seized by our enemies. In his "Jewish State" Dr.
Herzl outlined his views as follows:

"Nothing effectual can really be done to our
injury. In the old days our jewels were seized.
How is our movable property to be got hold
of now? It is comprised in printed papers which
are scattered over the. world, locked up maybe
in the coffers of Christians. It is of course pos-
sible to get at shares and debentures in rail-
ways, banks and industrial concerns of all
descriptions, by taxation and where the pro-
gressive income-tax is in force, all our realized
property can eventually be laid- hold of. But
all these efforts cannot be directed against
Jews alone, and where they have nevertheless
been made, severe economic crises with far-
reaching effects have been their immediate con-
sequences. The very impossibility of getting at
the Jews nourishes and embitters hatred of
them. Anti-Semitism increases day by day and
hour by hour among the nations; indeed it is
bound to increase, because the causes of its
growth continue to exist, and cannot be re-
moved. Its remote cause is our loss of the
power of assimilation during the Middle Ages;
its immediate cause is our excessive production
of mediocre intellects, who cannot find an
outlet downwards or upwards—that is to say,
no wholesom e outlet in either direction. When
we sink, we become a revolutionary proletariat,
the subordinate officers of the revolutionary
Party; when we rise, there rises also our ter-

rible Rower of the purse."

Dr. Herzl's predictions fell short of reality be-
cause he did not, as he coud not, forsee the
horror of Nazism. There may be a difference of
opinion as to whether or not Jews produce gen-
iuses or an excessive number of mediocre intel-
lects. The non-Jew Mark Twain believed that
Jews produced great intellects, but his Jewish
son-in-la•, Ossip Gabrilowitch, disagreed with
him. (The interesting conversation between them
is quoted in Clara Clemens' "My Husband—Ga-
brilowitch," published by Harper & Bros.). But
there is considerable truth in the general conten-
tion that we are torn between the right and the
left and that we have failed to build a solid
middle road that would lead to normal living as
a people,

"Birth of Jewish Statesmanship"

The present anniversary of the death of Dr.
Theodor Herzl provides an appropriate oppor-
tunity for comment upon a splendid biographical
sketch of the great Zionist leader written by
Emanuel Neumann under the title "The Birth of
Jewish Statesmanship." The very title of the
splendid 48-page pamphlet suggests the major
accomplishment of the founder of the political
Zionist movement. Mr. Neumann, who has re-
cently returned from Palestine after several years'
residence there, was for a number of years One
of the best known Zionist leaders in America. Ile
began his activities in Young Judaea, and wrote
a biographical brochure of Herz) under the im-

rint of Young Judaea more than 20 years ago.
present pamphlet is an important sequel to
the earlier one in that it presents not only bio-
graphi•al details but also offers valuable inter-
pretations of Zionist ideology, made Possible by
many years of study of the movement and by
watching the result of Herzlian efforts at the
source—in Palestine.
Mr. Neumann describes Herzl as the "first
Jewish

The Vision of Theodor Herzl

Mr. Neumann describes it in the following brief
paragraph:
"Herz' had not only established the Congress,
launched the World Zionist Organization, the
Bank and the National Fund, and laid the founda-
tions for international acceptance of the Zionist
program; his diagnosis of the Jewish position in
the Diaspora as well as his dismal prognosis re-
ceived tragic vindication with the advent of
Nazism and the totalitarian regimes. Today thou-
sands who had scoffed at his warnings, blindly
contemptuous of his fantastic dreams, are finding
shelter and solace in the National Home."
This story of the life of Theodor Herzl is a
splendid evaluation of Zionist philosophy. We rec-
ommend it highly. Emanuel Neumann put to ex-
cellent use his knowledge of Palestine and Zion-
ism in compiling facts and views for his brochure
"The Birth of Jewish Statesmanship."

Westbrook Pegler on Moe Annenberg

Westbrook Pegler wrote a column IN. "The
Annenberg Case." Senator Robert H. Reyaolds
of North Carolina liked it and had it inserted in
the Congressional Record. Pegler did the unpar-
donable thing: he dealt with Annenberg the
Jew rather than a lawbreaker who might have
hailed from any other denomination. It so hap-
pens that Annenberg has been severely criticized
in the Jewish press, especially in the now defunct
Jewish World of Philadelphia. But when an issue
is made of Annenberg's Jewishness in a nation-
ally-syndicated column, it can hardly be called
good taste.
Pegler concluded his column with this para-
graph: "No bigot ranting from pulpit or soapbox
—not Fritz Kuhn himself, of the anti-American
bund—has been a worse enemy to the dignity
and well-being of the Jews in the United States
than Moe Annenberg. He could have been a
conspicuous example of decency and gratitude to
America, but it just wasn't in him."
We contend that this was wholly unnecessary
Annenberg was not a credit to the Jews, he was
not a Jewish leader, he never figured in important
Jewish movements. Why suddenly describe him
as an ungrateful Jew who did not know how to
value his debt to America? Such an approach to
a subject serves to arouse suspicion that leads to
hate. These have been the tactics of anti-Semites
—and Westbrook Pegler is certainly not a bigot.
He blundered in his discussion of the Annenberg
case. It was a tactical error that brinps no good
•to anyone.

For future reference, clip the following de-
scription of "The 'Fifth Column' Worker" by H.
L. Phillips, which appeared in his column "The
Sun Dial" in the New York Sun:

He takes all America has to offer with a
smile and awaits a chance to return the favors

with a machine gun.
He coils in the flag, hicks in the quartet
singing the National Anthem; and crouches be-
hind the Bill of Rights.
He accepts your invitation to dinner and
makes a mental blue print of your home so
he can return and snatch the silver.
He lets you help him on with his coat
while he plans to steal your shirt.
He lets you pay his golf fee while he figures

out how much powder it would take to blow
up the clubhouse.
He becomes your week-end guest and spends
most of the time estimating how good a target
for bombers the c hildren's bedroom would make.
