from April, 1936, to the present.
In all cases, he pointed out, sen-
tences have been in excess of 12
months, No sentence, he added,
has been reduced for the reason
given by Mr. Williams.
Mr. Williams then asked wheth-
er the Secretary did not believe
that the time has arrived for re-
vising the sentences, particularly
since the firearms had been ob-
tained only as a defense against
attacks during three years of
disturbances.
The Secretary insisted that the
stores of arms provided by local
administrative authorities pro-
vided proper protection of the
settlements. He said that pos-
session of any other arms is quite
unnecessary. He maintained that
such a time for reducing sen-
tences had not arrived, as many
of the offenses had been commit-
ted since the outbreak of the
war.

Secretary MacDonald, in answer
said that the assumed Captain
Graham referred to the Ben She-
man case, in which 11 Jews, in-
cluding the director of the agri-
cultural school, were arrested in
connection with the seizure of
arms at the settlement.
(On April 23, a group of dis-
tinguished Jewish educators, chief
among them Dr. Siegfried Leh-
man, was sentenced by a Mili-
tary Court to prison terms rang-
ing from three to seven years
after police had arrested them on
Jan. 22, at the Ben Shemen chil-
dren's village.)
The defendants, said MacDon-
ald, had been tried jointly for
possession of arms against the
provisions of the emergency regu-
lations. The director had been ac-
quitted of the charge (Dr. Max
Hirsch was acquitted) but the

remaining defendants were sen-
tenced to terms of varying length,

ulty in 1921. He has held the
Solomon Schechter Chair of The-
ology since 1931, and has served
as Provost of the Seminary since
1937. Among Dr. Finkelstein's
