The Campaign Quota

Detroit is not alone in setting an un-
precedented quota for the current Allied
Jewish Campaign. The entire American
Jewish community is called upon to think
in terms of liberality that calls for sacrifi-
cial giving.
There is danger that Jews, when con-
fronted by large campaign quotas, may
be staggered by the figures. Jews dare
not and must not think in such terms.
Instead of thinking in terms of the stag-
gering campaign quotas, let Jews think
of the staggering tragedy of their people.
Jews are called upon to think of a num-
ber of things at the present time:
Our people must realize that the cam-
paign in which they will be asked to give
double the amount they gave even in last
year's tremendous appeal is not a burden:
it is a privilege. Jews in America must
realize that it is a great act of providence
that they have been blessed with the free-
dom and the affluence which makes their
only burden the act of giving for relief, as
compared with the horrible tragedy in-
flicted upon millions of Jews throughout
the world who have been reduced to the
status of receivers of alms.
Jews must think in terms of defense on
a world scale. If we guarantee the secur-
ity of our people in Europe, if we save the
millions of downtrodden, we at the same
time help strike at the root of the evil
that emanates from the environs of Euro-
pean indecency and prevent its spread to
this country. You can't think in terms of
defense of our position here without con-
sidering the status of our brethren over-

seas.

We have the added privilege of build-
ing in this country the powerful spiritual
defensive which is embodies in our great
tradition and culture. By strengthening
our schools, by retaining our institutions,
by rendering service to the community at
large—through the upkeep of necessary
philanthropic agencies—we retain impor-
tant elements of those great Jewish con-
tributions to civilization which have won
for us the respect of our neighbors. The
campaign helps to do this by continuing
the work of the United Hebrew Schools,
by perpetuating the sacred ideals em-
bodied in Gemilath Chassodim (through
the Hebrew Free Loan Association) and
the Hachnossas Orchim (through the
House of Shelter).
.Jews must think in terms of self-help.
When we assist the ORT in setting up
trade schools, we help make Jews free,
self-supporting and s elf-respecting — and
therefore also respected by others.
The arguments for the present drive are
inexhaustible. They are arguments that
are based on tragedy as well as romance.
There is tragedy in Jewish suffering—
and the sorely afflicted must be helped.
But there is also an element of romance
in our drives. When we help rebuild Pal-
estine we create a home for the home-
less. More than that, we create a center
for the Jewish spirit as well as the Jewish
body. And coupled with the romance of
Palestine is also the great influence of
the Land of Israel upon the Diaspora, the
courage it gives to Jews to carry on, the
pride it renders to our children in their
knowledge that the Hebrew language
they are taught has become the living

tongue of a thriving Jewish national com-
munity.
Many reasons are ascribable for previ-
ous handicaps in campaigns. They have
invariably been due to the unfortunate
fact that they have been the concern of
a handful of men and women. It is true
that close to 20,000 contributors partici-
pated in last year's campaign. But we
must take into consideration this fact: the
workers are invariably the same self-
sacrificing group; it is a handful of people
that carries the brunt of responsibility;
mcst of the pledges are in small sums, and
the givers are the same handful who give
to everything and work for everything.
There is no excusing those of the work-
ers and givers who either do not give
enough or do not work enough. This is a
time to give the maximum, and to work
hardest. But there are many among us who
have never given enough, who have been
blessed with material wealth but failed
to share it with their suffering brethren.
These must come forward and must offer
their time, their energy and their means
towards the great effort we are about to
engage in.
This is not a time to shirk responsibil-
ity. The sum of $925,000 is indeed stag-
gering, but it is a trifle compared with
the horror that makes it necessary for
our community to ask for this money.

The Hebrew University

On April 1, the Hebrew University of
Jerusalem will celebrate its 15th anni-
versary.
This is an event of great importance
to world Jewry. It is a signal for rejoicing
that the center of learning continue to
prosper, and that obstacles imposed from
above are meaningless when a people de-
terminedly pursues a path of creative
effort.
The Hebrew University and the ideal
upon which it was built—that of creating
spiritual values in the Jewish National
Home—belong to all Israel. The contrib-
utor to Allied Jewish Campaigns has the
privilege of knowing that he has a share
in this great institution of learning be-
cause he contributes to a fund for the
upkeep of this great university.
For English politicians the progress
made by the Hebrew University ought to
be a warning that they can not stop prog-
ress with decrees and discriminations
against the people to whom their wiser
predecessors made sacred pledges to fa-
cilitate the establishment of a Jewish
National Home.

The Answer to Britain

The most effective answer to Great
Britain's land restrictions was made last
week when, according to well-informed
circle, 190 certificates for prospective
Jewish immigrants in the capitalist class
assured the bringing to Palestine of a
sum of approximately $6,000,000 at the
present exchange rate.
This is an expression of faith and con-
fidence that the future of Jewish Palestine
is above the possibility of destruction by
decrees which have already been issued,
or which may be issued in the future, to
hamper Jewish effort.
The Jewish will to live is much stronger
than the British attempt to stifle our great
colonization effort. When consideration
is given to the confidence Jews have that
the spirit of Balfour and the Labor Party
will be stronger than the arbitrary rule of
MacDonald and the Tories, it helps to
gather strength for Palestine in the knowl-
edge that present Cabinets are but tempo-
rary, and that future assurances for just
dealings are certain to come.
