Dr. Schwartzbard coupled his accusation against the former Polish government with a demand for better treatment of the Jews in the future Polish state in his speech before the Council. The Jewish member announced also that he will seek the creation of a department for Jewish affairs in the present Polish Cabinet-in- exile and the inclusion of Jews in the government's administra- tive staff. Making his first address before the Council, Dr. Schwartzband said that he represented no spe- cial Jewish group or party but considered himself a fighter for the interests of the entire Jewish population of Poland. He en- dorsed the statement of Premier Wladislaw Sikorski that the Po- lish Jews had tied up their fate with the fate of the Polish na- tion. Dr. Schwartzbard lauded the intentions of the present provi- sional government but said he expected "action and prepara- tions for a change in the atmo- sphere of the Polish people re- garding the Jewish people.'' Pointing out that Jews had vol- unteered in the Polish Army in France from all parts of the world, he demanded that "a spirit of brotherhood prevail in the ranks of the Polish army and that the anti-Semitic propaganda conducted by some elements be eliminated." He charged that the former Polish "Camp of National Unity" government was partly respon- sible for Germany's surprisingly quick victory since the govern- ment was pro-German, thus "par- alyzing politically and economic- ally the Polish resistance against Nazism."
