AVENUE - CINCINNATI 20, OHIO

and recognition of local county
councils organized upon a repre-
sentative basis under the exclu-
sive supervision of the General
Jewish Council.
A new administration was
elected to carry out the directions
of the Congress. Dr. Stephen S.
Wise was re-elected president,
Judge Nathan D. Perlman of
New York was elected vice presi-
dent for the first time, and Louis
Lipsky, who had served as vice
president for several years, was
elected chairman of the Governing
Council.

sons of Europe that anti-Semit-
ism is the forerunner of anti-
democracy and the destroyer of
civilization. All the speakers urged
Protestant, Catholic and Jew to
unite in a program which would
reach every section of the popu-
lation for the promotion of good
neighbor relations in order to off-
set the effects of anti-democratic
and racial propaganda in the
United States. The viewpoint ex-
pressed at the symposium was re-
flected in a resolution adopted by
the Session calling upon the
American Jewish Congress in co-
operation with other bodies to in-
itiate the civic program of inter-
group relations in the United
States.
The resolution adopted calls for
the establishment of a national
bureau for this purpose with
branches in local communities
whose functions would be the
working out of a program to
penetrate every section of the
community for the purpose of
strengthening neighborly relations
between racial and religious
groups.
Senator Mead, in his address,
commended the American Jewish
Congress for initiating the good
neighbor program.
Rabbi From, in his address,
urged Americans to learn what
Germans learned about Fascism
in order to guard our Democracy.
In this connection, he said: "We

now know that anti-Semitism, the
indulgence and agitation of pre-
judice against the Jew is the first
step in the destruction of Chris-
tianity, Democracy and civiliza-
tion. Those who organized move-
ments to spread hatred against
the Jew in America, we now
know, would victimize, if they suc-
ceeded, not only the Jew but the
Christian Church, and our demo-
cratic form of government. There-
fore, when we get together, Pro-
testant, and Catholic, and .Jew;
to foster good neighbor relations,
we are not merely following the
ancient American tradition of
good will between religious. We
are acting to preserve religion as
such and to preserve our rights
Os human beings. Because good
neighborly relations have become
so desperately essential to our
country, therefore we must not be
satisfied merely with an occas-
ional good will luncheon such as
this. We must construct an in-
tensive organization to eliminate
all the factors of and mis-
understanding which may exist
here, and which we have been

"The present war is in the
main the outcome of a policy of
brutality and intolerance of
which the Jewish people were the
first victims," Lord Lothian's
message stated. "The victory of
an Allied power in this war of-
fers to Jews their only real hope
of escaping from the hateful mal-
treatment of their race and of re-
newing their march toward Zion-
ist ideals in concord with the
Arab people."
Count Jerzy Potocki, Polish
Vic,
Minister to the United States,
told the assembled delegates, "I
cannot tell you what the future
of Europe will be but I know
that for Poland's restoration,
freedom and future Jews and
Poles will fight together in the
common cause."
"If ever there was anti-Semi-
tism in Poland," he said, "it
was due to a chauvinistic middle
class."
Mrs. Roosevelt Offers to Help
At a dinner last Sunday night
Mrs. Franklin D. Roosevelt de-
clared that "this country should
not remain indifferent to the sor-
rows of other parts of the world,"
and went on to say that "there
are many people not of your race
who are j just as interested in
helping the refugees of your race
and the refugees of all kinds,
whether in this country or in
other parts of the world. If there
is anything that I can do to help
you, I will be glad to do it at
any time."
