Personalized Service The work of the National Refugee Service is handled through four major departments and a number of special com- mittees. Through the Migration Depart- ment are handled the thousands of requests from prospective immigrants and their relatives and friends in this country ask- ing for advice on technical ques- tions of pre-immigration proced- ures, for aid in transporting refugees to inland points in the United States and for help in maintaining those who are here on temporary visas or in transit. The Relief and Service Depart- ment proffers the refugee a high- ly personalized service, offering him guidance, as well as emer- gency financial assistance, during his initial period of orientation. The Employment Department seeks to place the refugee in gainful employment without dis- placing American labor. The work of the Employment Department, however, is more constructive than merely trying to obtain non- competitive positions for the in:- migrant. For, in addition to help- ing refugees utilize their unique and valuable skills, this depart- ment directs a vocational re- training program. Aim at Adjustments The Resettlement Department, cooperating closely with the oth- er departments, directs, through its 500 local committees, the long-range program of the Na- tional Refugee Service — the placement of refugees throughout the country in regions where their adjustment will be easier than in the ports of entry on the eastern seaboard. This agency has also assumed the responsibility of administer- ing the German-Jewish Children's Aid, the organization responsible for the care and education of a limited number of German chil- dren who have been permitted to enter under the United States quota laws and who are estab- lished with relatives or in foster homes. Through special committees the National Refugee. Service Provides services to refugeb rab- bis, doctors, dentists, medical sci- entists, musicians, scholars and social workers. Its Division of Social and Cultural Adjustment utilizes available resources for the adjustment of refugees to the American language and the American community. Through a Capital Loan Committee, it also grants loans and gives business counsel to refugee enterprises. For fund-raising purposes, the National Refugee Service has united with the Joint pistribu- tion Committee and the United Palestine Appeal to form the United Jewish Appeal. The United Jewish Appeal was the largest beneficiary of the 1939 Allied Jewish Campaign. Philomathic Debating Club At the meeting of Dec, 31, the Philomathic Debating Club pre- sented a debate on the topic "Resolved, That Birth Control Clinics Should Be Maintained and Controlled by the State." The affirmative was upheld by Wil- liam Yolles and Morris Green. Jerome Kellman and Leon Weitz were on the negative team. Wil- liam Yolles was elected best speaker. The banquet scheduled for Feb. 14 was discussed. The "Philo- mathian." mathian." a Philomathic publica- tion, will be printed for this af- fair.
