according to an announcement issued by the State Department.
The British delegation, headed by Lord Winterton, chairman of

Nazis Dominate Almost Two-Thirds Jewish Population , Germany Described by Rauschnigg as "Excited into
Hysterical Outbreaks"
in Poland

About two-thirds of Poland's three million Jews are now under
Nazi domination or threatened by the rapidly advancing German
Army according to a statistical study which showed that Polish
cities with large Jewish populations already captured and occupied
by Nazi military include: Lodz, 202,500; Krakow, 65,500; Czesto-
chowa, 27,000; Kattowice, 5,700 and Pazman, 2,000, Cities imme-
diately threatened include: Warsaw, 352,700; Lwow, 99,600; Bia-
lystok, 40,000; Lublin, 39,000; Tarnapol and Stanislawow, about
100,000 together. The total Jewish population in these cities is
approximately 800,000. The territories around Warsaw, Lodz,
Kielce and Bialystok, almost entirely occupied by German troops,
have a Jewish population totaling about 1,300,000. The southern
districts, including the areas around Cracow, Lwow, Stanislawow
and Tarnopol, have a Jewish population of approximately 550,000.
In the western districts, which belonged to Germany prior to
1918, including the Posnan, Pomerania and Silesia districts, the
Jews number only 28,100, or less than two per cent of the total
population in that area, Undetermined numbers of Jews in the
occupied territories, have already fled to centers in eastern Poland
not yet captured by Nazi forces but which have already been
Invaded by Russian troops.
Juan Ruiz, Brazilian diplomat, returned to Riga from Poland
with heart-rending tales of the plight of war refugees, a majority
- of whom he said were Jewish. Ruiz said he had seen thousands of
Jewish refugees stranded in trains .or trudging through towns,
many of which were still aflame. Ile saw numerous bodies along
the tracks, mostly of aged Jewish men, women and children. Ruiz
said he had seen thousands of refugees in war-scarred towns
wounded or paralyzed with shock, and bodies of killed and wounded.

Prof. Jerome Davis to Ad-
dress the Protest Meeting
• Against Nazi Aggression
on Thursday

Prof, Jerome Davis of the
American Federation of Teach-
ers Union will be the principal
speaker at a mesa meeting to
protest the Fascist aggression in
Poland, on Thursday, Sept. 28,
at 8 p. m., at the Wilson Thea-
ter, 350 Madison Ave. The pub-
lic is invited.
Prof. Davis is former profes-
sor at Yale University , and au-
thor of such books as 'Christian
Fellowship Among Nations," "Ad-
venturing in World Co-operation"
and others. He is also a mem-
ber of the National Board of
Directors of the American League
for Peace and Democracy, and
attended the last World Peace
Conference held in Paris.
Other speakers will be Dr. R.
G. Tenerowicz, congressman, first
district; Senator Stanley Nowak,
senator A. G. Ludington, Charles
Novak, principal of Northeast-
ern Iligh School, and Richard
Frankensteen. vice - president of
the United Automobile Workers

Simultaneous with the outbreak of the war, there appeared,
from the press of the Alliance Book Corporation, 55 Fifth Ave.,
New York, a most signficant book by a former Nazi official who
abandoned hie post in Danzig and escaped from Nazi-controlled
territory. In "The Revolution of Nihilism", Herman Rauschnigg,
president of the Senate of the Free City of Danzig during 1933-34,
tells how well-meaning Germans were taken in by Hitler and
trusted him until they realized the menace that was growing
under his banners.
Declaring that Germany became a "sick nation, mentally
unbalanced and neurotic," Rauschnigg describes the Reich as being
unsettled, weakened, its ideas of honor and equity destroyed. He
writes of Nazi' Germany as "continually shaken out of its com-
posure, robbed of its self-reliance, losing spirit, losing elasticity,
but excited into hysterical outbreaks."
Predicting the Russian-German pact, Rauschnigg wrote, some
time before the alliance Nazi-Communist combine was formedi
"Sooner or later, Germany will deliberately seek an alliance with
Soviet Russia .. . That alliance is the great revolutionary coup
in foreign policy. That alliance is Hitler's great coming stroke."
As in other instances, the author of "The Revolution of Nihilism"
was correct with this prophecy, Calling Nazism a "nihilist revolu-
tion", Rauschnigg nevertheless declares that the present acts need
not be final and predicts that war "would bring world revolution
irrevocably into being."
Describing the Ilitlerian method of arousing hatred by using
the Jew as scapegoat, Rauschnigg writes:

Panic Increases Carnage

From Riga, Latvia, Wilno's Jewish population suffered severe
losses following Friday's series of air raids by 18 Nazi bombers,
and that indescribable panic among the Jews contributed to the
carnage. Women rushed through the streets of Wilno, carrying
and dragging children, instead of going into cellars when the
raiders appeared. Screaming hysterically, many were struck by
fragments of exploding bombs and buried in the debris of de-
molished buildings.
Thousands of refugees from the war zones were seen on
every highway trudging to the borders of contiguous countries.
At the Latvian border they were turned back at rifle and bayonet
point. None were permitted to cross the Rumania border except
the sick and injured.
Advices from Wilno, denied by the German legation in Riga,
said that Nazis in occupied Polish towns have launched deliberate,
extensive anti-Jewish excesses.

All German-born males between the ages of 60 and 65, in-
cluding refugees, were ordered by French authorities to report
immediately to the registration center to which all German-born
persons up to 60 were told to report last week. German-born
refugees in France face special treatment for their own protection
although non-refugee Germans will be isolated in concentration
camps for the duration of the war as enemy aliens, according
to official sources which said that a distinction will be made in
the treatment of German-born refugees and Germans who are
still Reich citizens.
Military authorities are expected to make use of the war
servivces of most of the refugees who have registered as volunteers
and who have clamored for service on the western front. It was
hinted by official sources that the majority of refugees, including
4,500 Jewe, would probably see service with the French Foreign
Legion in Africa.

"A solution of the Jewish problem" in Poland, as revealed
in a "special report" of the official German News Bureau coming
from Nazi-invaded Polish territory and dispatched from Berlin
to New York Times "can contribute considerably orderly relations
between the German and Polish people."
Notices are posted at the German Consulate in Antwerp
inviting doctors, engineers and technicians "of German nationality
regardless of race" to return immediately to the Reich. The move
is regarded as an attempt to attract Jewish doctors and other
specialists back to Germany during the war when their services
would be of value. The posters promised that returning refugees
would be repatriated and that their confiscated fortunes would
be returned. No Jews have accepted the offer • to date, officials
said. Thousands of other Germans of military age still remain here
and in other Belgian cities.
