The disease developed after a wave of suicides had been re- ported among the refugees, who despaired of finding a haven af- ter weeks of wandering. The steamers Breslau and Osiris, carrying more than 1,000 passengers, were admitted to the Beirut Harbor. Another refugee-laden German ship, the Thessaly, was found to be free from the disease and was obliged to put back to sea with her 800 passengers. A fourth ship, with 700 on board, was re- ported cruising in the same re- gion seeking to land its refugees. The four ships all together have aboard 2,560 refugees, in- cluding many women and chil- dren. Turned away from the Pales- tine coast by British destroyers, skippers of the vessels reported that they finally had been al- loyed to enter Turkish ports for food supplies before being forced out to sea. A strong protest azainst the "injustice of the White Paper" was sounded by Commander Locker-Lampson, who said that he had voted against approval of the White Paper even though he is a government sunnorter. If the Jews remain united the world over their hopes will be achieved." He concluded with an appeal to the government to be fair to Palestine and to the Jews. Zionist Congress Agenda GENEVA. (WNS-Palcor Agen- cy)-Summary of the sessions of the 21st World Zionist Congress was published here and indicated that the Congress will be opened on Wednesday evening, Aug. 16, with a speech by Dr. Chaim Weizmann, president of the World Zionist Organization, and an address on the position of the Jews throughout the world. The Praesidium will be elected on Aug. 17, and the attitude of the Zionist Organization to the new British policy in Palestine will be elaborated. The general debate to follow has been sched- uled to last until Aug. 20. During the period from Aug. 21 to 26 there will be no plen- ary sessions. The work of the Congress will be carried on by various committees, which will be addressed by members of the Zionist Executive reporting on their respective departments. The last two days until Aug. 28 will be taken tip by reports of the committees to the plenary sessions of the Congress. This will be followed by voting on of- ficers of the Zionist Organization, including the Executive and oth- er institutions. The biennial ses- sion of the Council of the Jewish Agency will be opened with an address by Dr. Weizmann on Aug, 30 and is scheduled to close on Aug. 31. PHILADELPHIA.
