GENERAL ZIONIST
MANIFESTO ISSUED

tr'ONCLUDED FROM

of Zionist national funds, to se-
cure the success of the million
Pound loan, and to mobilize all
resources for the redemption of
land and for agricultural and in-
dustrial development.
G. At the same time the Chn-
federation urges the special im-
portance of private capital, and
demands that all steps be taken
to encourage its investment in
Jewish enterprise in Palestine.
T. Side by side with the de-
velopment of possibilities for
Jewish labor, the Confederation
Urges that special attention be
directed to the extension of op-
portunities for artisans.
8. The Confederation pro-
poses the netting up of a special
committee to coordinate the ac-
tivities of all economic institu-
tions in Palestine.
9. The Confederation urges
the Jewish people in the Dias-
Pore to strengthen the Jewish
(Tomm y in Palestine not only
by financial contributions, but
by the purchase of Palestine
products,

Organisation Problems

10. The general weakening
of the Jewish position in various
Parts of the world snakes it
even
more vital now that the
Zionist Executive should be in-
fluential and widely representa-
tive. The Zionist movement must
take the lead In defending Jew-
ish rights and must extend the
activities in the Diaspora on be-
half of the Jewish National
Home. Zionist education and
Propaganda must be intensified
and extended in order to bring
the Jewish masses and in par-
ticular
the Jewish youth to an ap-
preciation of the nature and
meaning of the Jewish National
R
ome. The Confederation is of
the belief that the Zionist Execu-

tive should comprise members
representing every element with-
in the Zionist movement, and
that the coalition should be on
the broadest possible base.
11. Owing to the special part
which the Jewish communities of
Western Europe and America can
play in the Zionist political
struggle, the Confederation urges
that a special Organization De-
partment for these areas be es-
tablished in London.
12. The Confederation is also
of the opinion that Zionist po-
litical work in London and Ge-
neva would be greatly strength-
ened if the London Executive of
the Zionist Organization were de-
signed to function on similar
lines to those of the Palestine
Executive.
13. The Confederation be-
lieves that the purchase of the
Shekel is the responsibility of
every Zionist, and that the privi-
lege of representation offered by
the Shekel should be the name
for all Zionists throughout the
world. The Confederation there-
fore advocates the abolition of
a special Palestinian representa-
tion at Zionist Congress in favor
of a uniform system.
14. The Confederation pro-
poses that the bi-annual Shekel
be the basis of Zionist repre-
sentation at Congress.
15. The Confederation advo-
cates the abolition of sectional
Palestine funds, which are harm-
ful to the interests of the na-
tional funds. In the event of
such funds continuing, the Con-
federation will insist on the es-
tablishment of a special fund for
General Zionism in Palestine.
16. In view of the grave dif-
ficulties which Zionism has to
face in the immediate future the
Confederation urges that the
special interests of capital and
labor should be subordinated to
national interests.
17. The Confederation is of
the opinion that the need to
unite all forces within the Yishub
necessitates t h e fundamental
unity of the Jewish educational
system.
18. The Confederatio'n
ex-
presses its appreciation of the
measures taken by the Executive
in Palestine to ensure due re-
spect for the Shabbat and the
traditional Jewish religious ob-
servances.

Allen Zoll, 43 years old, of 60
East Sixty-seventh St., the West-
erner who became conspicuous
recently through his activities in
the American Patriots, an anti-
radical organization, was arrest-
ed last Friday in the Criminal
Courts Building in New York on
an indictment charging that he
tried to extort $7,500 from Don-
ald Flamm, president of radio
station WMCA, with an offer to
call off the picket line of adher-

Coughlin.
The picketing began on Dec.
18, at the entrance to the sta-
tion, 1657 Broadway, after fur-
ther use of its facilities had
been denied to Father Coughlin.
Zoll, it was charged, frequently
appeared in the picket line with
hundreds of Coughlin supporters
on Sundays, but nothing devel-
oped after his arrest to indicate
that he ever had been affiliated
with the Coughlin broadcasts.
Zoll was taken on a bench war-
rant by Detective Edward D.
Fitzpatrick, who is attached to
District Attorney Thomas E.
Dewey's office, after Zoll had
appeared b e f ore Magistrate

a tentative charge,
Abram Poretz, assistant dis-

Zoll
discharge when he in-
formed the magistrate that the
indictment had been handed up
the day before.
About fifty persons, most of
them women. had taken seats in
the sneetators' rows before Zoll
apneared, and when he was dis-
charged all followed him into
the corridor, where Detective
Fitzpatrick made the arrest.
It was too late to arraign Zoll
before Judge Koenig in Part 1
of General Sessions. to whom
the grand jurors had handed up
the indictment, and he was
lodged in the Tombs. A few
