Frank E. Hook of Ironwood, one of Michigan's
Demcratic Representatives in Congress, was among
the minority voting against it. Congressman Hook
delivered a convincing address pointing out that
this bill, which provides for the creation of de-

fortunately the measure passed the House, 288-61.
But Congressman Hook was among the fighting
minority on the side of liberalism. Voting with
