Chanukah is the ideal time to instill
courage in the hearts of Jews and to dis-
pel despair and fear.
This is no time for Jews to be fright-
ened by what is happening throughout
the world. This is the opportune time
to learn a lesson from history and to be
brave and courageous.
There have always been heroes in Jew-
ish life. The Jew whose body was found
a few weeks among the debris of an Aus-
trian synagogue, with a Sacred Scroll of
the Law in his arms, is the embodiment
of heroism which has led our people to
defy dangers when it was necessary to
defend our heritage, and which has been
the most important contributing factor in
Israel's survival.
It is true that today there are contra-
dictory factors which make the heroism
of old impossible. Nevertheless, there is
still a challenge in the appeal of Judas

In the light of the historic Chanukah
experience it is well to examine the chal-
lenge of the anti-Semite to the Jews of
this country.
Figures on the number of anti-Semitic
organizations in this country vary from 50
to 200. Each has a periodical of its own
and circulates vicious and lying propa-
ganda against the Jews.
How is this type of bigotry to be
fought?
Willi am Zukerman, eminent journalist,
in a special feature article released last
week by the Seven Arts Feature Syndi-
cate, described the technique of English
Jewry in fighting anti-Semitism and stated:
"The question of Jewish defense against
anti-Semitism is rapidly rising in signi-
ficance and becoming, at the present mo-
ment, one of the most urgent problems
facing Jews the world over. This is true
especially in those countries where Fas-
cist and anti-Semitic forces have not yet
reached political power and are as yet
on the defensive themselves. For in Fas-
cist and in semi-Fascist states, Jewish de-
fense is either forbidden entirely or it
can no longer avail anything against the
huge offensive measures directed by the
state.
"But even in the democratic countries
where the Jews are still able to defend
themselves and can do so effectively, the
question is not as simple as it seems to le.
Defense? By all means. All agree on
its necessity. But what kind of a defense?
And ho w it is to be conducted? What are
the exact means Jews are to use in their
efforts to repulse the attacks of their ene-
mies?
"Jewish counter-activity in England fol-
lows closely the Nazi footsteps in this di-
rection. The principle of Jewish defense
is that wherever the enemy attack there
should be a counter-attack. Whereever
the anti-Semites hold a street meeting, the
Jews would hold one of their own in order
to answer the accusations; wherever they
hold hall meetings, Jewish speakers should
be there to ask questions and repudiate
the lies. Similarly, the inspired anti-Se-
mitic letters to the editors and articles
which clearly emanate from Fascist
sources, should not be left unanswered.
In short, every false accusation which is
made against the Jews, whether in print
or in speech, should be followed up with
a reply giving the true facts.
"With this in view, the Board of Jew-
ish Deputies, (the Central Jewish Board
in England) has established a department
where all the facts and data necessary for
answering anti-Semitic accusations are to
be had for the asking. Jewish young men
are trained as speakers to be able to stand
up on a platform and refute anti-Semitic
lies effectively. Every anti-Semitic street
meeting is followed up with a Jewish meet-
ing on the same spot and, if possible, to
the sam e audience, and no Fascist meet-
ing is left without some Jewish speaker
rising to correct whatever lying statement
has been made about the Jews.
"The truth is that the official British
Jewish leadership for a time, refused to
take any action. Its present defensive
work has been forced upon it by others,
more enterprising and more progressive
Jewish bodies. These bodies (in England it
was the so-called Friendly Societies and
the labo • elements of the Jewish People's
Council) have come to their conclusions
by way of experience; they have found
that whatever truth there might have been
in the belief of the opponents of open
Jewish defense, is no longer valid under
present conditions. The present situation
has no parallel in recent Jewish history
and experiences of other days and other
countries cannot apply to it. The fact that
a certain system of defense failed it a

The Survey on Persecution

America retains its sanity.
No other comment is necessary on the
recent Gallup Survey on the reactions in
this country to German persecutions.
It is true that there is cause for re-
gret when we read that 6 percent of the
people approve of the treatment of Jews
in Germany, and that 3 per cent approve
of Catholic persecutions. It is regrettable
to read that in New England 10 per cent
of the people approve of the Nazi attacks
on Jews.
But on the whole the country disap-
proves of bigotry and of pogroms.
Therefore we are justified in retaining
faith that the American democracy will
survive and will yet teach the world at
large a lesson in tolerance and decency.

American trade unionism Is rais-
ing as a contribution toward
Jewish settlement in Palestine, I
feel greatly honored to be asso-
ciated with the distinguished
speakers who have already ad-
dressed you and not less with
the eminent French statesman,
Leon Blum, who has just spoken,
and whose name the proposed
new colony is to bear.
My own interest in the Zion-
ist movement goes back to the
days when, as a secretary of the
British War Cabinet, I was
closely concerned with the dis-
cussions which led up to the Bal.

responsible, to good or little, for
the actual wording of that now
famous document. Subsequently.
for a good many years, I found
myself, as Secretary of State for
the Colonies, instructed with the
more direct responsibility for the
administrative execution of the
policy then initiated. I can speak,

edge of the ideals and aims
which animated the British states-
men who gave that solemn pledge
to world Jewry and experience
with the Jewish pioneers who
have made the most of the op-

portunity afforded them.
I have seen desolate, fever-
stricken swamps turned into a
smiling landscape of waving
wheat, surrounding a prosperous
and happy landscape. I have seen
barren wastes turned Into olive
groves and orange fields. I have
seen a whole modern city spring
up out of nothing on the empty
seashore. I have seen men and
women rejoicing in freedom and
uprightness, in the joyousness of
creative work, building up a fair
and enduring home for their
people in the land of their age-
long aspirations. Above all, I
have seen sturdy, frank and fear-
less children growing up in what
to them is indeed at present a land
of Promise, and not only a dis-
tant Promised Land. I witnessed
with amazement the change from
a decaying backwater of a
crumbling empire in its decrepi-
tude to a scene of thriving busi-
ness and traffic and the progres-
sive happiness of the inhabitants
of Palestine.
Inevitably, too, I have been
brought in contact with the for-
midable difficulties arising from
the presence of the existing Arab
population, the protection of
whose rights is as integral a part
