JUDGE HEALY OPPOSES
REORGANIZATION BILL

election as State Proposal No. 4,
has been Judge D. J. Healy of
the Juvenile Court. Ile has tak-
en the stand that the bills in
effect set up a commission re-
sponsible to no one, with dicta-
toria !power beyond the control
of the governor and the citizens
of the state.
Judge Healy spoke over station

reasons for opposing the bills.
One of his arguments was to the
effect that the new Welfare Com-
mission created will have power
to appoint directors of all pri-
vate agencies having programs
relating to children.
Judge Healy told his listeners
to be vigilant in safeguarding

them to vote "No" on the State
Proposal No. 4 in order to con-
tinue the traditions and ideals of
the American form of govern-
ment.

Proposed Amendment No. 3 to the Constitution
of the State of Michigan in the coming election,
Notrember 8, is another selfish and vicious proposal
that should be defeated. It provides that all future
gasoline and automobile license money shall
FOREVER be earmarked for road building pur-
poses. This is purely a legislative matter to be
determined by the State Legislature and should
never be a part of the State Constitution—the
basic law of the State.
The automobile has brought need for other
expenses in government besides that of roads,
among which are policing of roads, safety educa-
tion, and transportation of school children. No one
knows what emergency may arise or what prob-
lem may be presented that will cause the State of
Michigan to make use of these funds.
