Leo J. Nowicki, who is seeking
re-election as Lieutenant-Govern-
or, has always been an outstand-
ing Democrat and a capable public
official. His honest and economi-
cal administration for two terms
as Wayne County Drain Commis-
sioner focused a great deal of
public attention upon him.
As Lieutenant-Governor. Mr.
Nuwicki has been presiding officer
of the State Senate. While the
presiding officer is generally con-
sidered a mere figurehead. such
was certainly not the case during
Mr. Nowicki's term. Ile presided
over a Senate equally divided be-
tween Democrats and Republicans,
and it is in no small measure due
to his diplomacy and tact that
legislation sponsored by the Mur-
phy administration was passed.
