Attacks Upon Members of American Legion and Anti-Nazi Editor But
by Brown-Shirted Bund Groups Arouses Resentment;
Deportation Demanded for Propagandist

Attacks on members of the
American Legion by brown-shirted
hoodlums belonging to the Ger-
man-American Nazi Bund and the
assault upon the anti-Nazi editor,
Charles Weiss, in his office in
Brooklyn, a r o used resentment
throughout the country and de-
mands are being made for a fed-
eral investigation of Nazi activi-
ties in the United States.
Representative O'Toole of New
York asked the Department of
I.abor to investigate morals
charges against Severin Winter-
scheidt, chief propagandist of the
Bund, with a view to deportation.
Winterscheidt, who was listed in
the Congressional Record by Con-
gressman Dickstein as one of the
most dangerous Nazi leaders in
America, was arrested three
months ago on charges of inde-
cent exposure and was given a 30-
day jail sentence. Last week he
was arrested on a disorderly con-
duct charge made by a 10-year-
old girl. According to the revela-
tions made by Congressman Dick-
stein, Winterscheidt was an alien
and was "sworn in" on Sept. 18,
1936, at Erlangen, Germany, by
the vicious anti-Semite Julius
Streicher.
A complete and final report
on the activities of the Ger.
man-American Bund will he
made public by the Federal Bu-
reau of Investigation within
two or three weeks, officials of
the Department of Justice indi•
cated at Washington this week.
J. Edgar Hoover, head of the
bureau, said his office was not
investigating any phase of the
attack on Charles Weiss and
said there was no possibility of
linking the probe of the Bund
with the assault on Weiss.

CHICAGO.—An emergency pro-
posal for the settlement in Pales-
tine of 100,000 Jewish refugees
annually for the next five years
was adopted here Sunday at a na-
tional conference of the United
Palestine Appeal and recommend-
ed to President Roosevelt and the
intergovernmental committee for
refugee emigration that is being
formed at his invitation as the
major solution to the problem of
Jewish homelessness in Central
and Eastern Europe which has
been recently aggravated by the
absorption of Austria in the Nazi
Reich.
This proposal, climax of the
conference which heard outstand-
ing Jewish leaders describe the
"catastrophic plight" of millions
of Jews, urged the establishment
of an International Commission
for the Settlement of Jews in
Palestine on lines analgous to the
Greek Refugee Settlement Com-
mission and the Armenian Refu-
gee Settlement Commission."
Declaring that Palestine of-
fers the "outstanding oppor-
tunit y for Jewish settlement"
and pointing to the fact that
Palestine has demonstrated its
capacit y to absorb large num.
hers of Jews in the past five
years when it admitted some
200,000 Jews from Germany,
Austria, Poland, Rumania and
other lands, even without go,

concrete proposal for action by
American Jews, was addressed

SYNAGOGUES HONOR
MEMORY

•
Prayers Chanted as Tribu*
to Detroit Martyr During
Passover

An unusually great tribute was
paid to the memory of Ephraim
Ticktin, 24-year-old Detroit Chal-
utz in Ein Hashophet, the colony
named in honor of Supreme Court
Justice Louis D. Brandeis, during
Yiskor services in all Detroit syn-
agogues on the last day of Pass-
over, Saturday, April 23.
Ticktin died a martyr's death on
April 7, when he and Eliezer Eros-
gold were shot from ambush by
a ,band of more than 30 Arabs.
Not only was the El Molei
Rachamim chanted in tribute to
Ticktin, but in many synagogues
references to his martyrdom was
made in the sermons.
Rabbi A. M. Hershman, in his
sermon at Congregation Shaarey
Zedek, making reference to the
Ilaskarah chanted for Ticktin, de-
clared that the greatest contribu-
tion made by the Jews of Detroit
to Palestine's upbuilding is the
martyrdom of Ephraim Ticktin.
A city-wide memorial meeting
for Ticktin is planned for May
24, with a nationally-famous lead-
er as guest speaker. A committee
composed of representatives of
more than 25 organizations,
schools and congregations, under
the chairmanship of Bernard
Isaacs, is making the necessary
arrangements.

KULTUR

Editorial in New York Times
of April 25

Once more the books are to
burn. Once again German
Kultur will assure its continu-
ity, this time by purging the
Vienna National Library and
disposing of all that is of "non-
Aryan" origin or otherwise pro-
scribed. As the flames feed on
these volumes from the Hof-
burg, they will cast queer,
flickering shadows against the
background of a day's news—
of elderly men and women,
citizens of Vienna, forced to
dance before the crowds of
hoodlums and aing, "I am a
dirty Jew",—of children, made
orphans by so-called "suicides,"
shipped for export to the closed
border of neighboring state-

ing a placard urging boycott

when uniformed Nazi storm troop-
ers and members of the Hitler
youth started mass picketing of
Jewish shops throughout the city.
All but non-Aryans were forbid-
den to enter Jewish stores. Ar-
yans who defied the boycott and
ran the gauntlet of pickets, who
number 30 or more to each block,
found themselves roughly handled
by the crowds gathered to watch
the "fun." A number of Aryans,
including a Catholic, were forced
to parade through the streets
wearing signs reading "I have
bought from a Jewish shop." An
aged non-Jewish woman who was
seen emerging from a Jewish store
was similarly treated and corn-
pelled to march several blocks
carrying a sandwich sign reading,
"this swine bought from a Jew,"
and "stupid, vulgar people still
buy from Jews."
The whole Jewish quarter was
emblazoned with placards and
posters warning "Aryans, do not
buy from Jews." The windows
of many Jewish shops were
smeared with the word "Jew" in
three-foot red letters. In a num-
ber of streets Jewish proprietors

Advance reports received this week from the pre-campaign di:.

soliciting the larger contributions towards the quota of $390,700, indicate that in
spite of the business recession there are many increases in pledges and comparatively
few decreases over last year. Based on early returns, a spirit of confidence exists that
the campaign will be a marked triumph for Jewish liberality and for this community's
concern in the effort to provide relief for the needy, as well as to guarantee the funds
