If a commune is mentioned, the world takes it that only communal forms exist in Palestine, and that all Jews there are Communists. This needs to be clarified. It is undoubtedly true that a high per- centage of Jewish workers in Pal- estine, as in America or Europe, believe in some form of socialist economy. But the first communes in Palestine were established be- fore the war, and took form as much out of necessity as out of ideology. They were something like the group-settlements of the Amer- ican pioneers, The various agewies occupied with settling Jews on land in Pal- estine have fostered all types of settlements, The earliest colonies, subsidized by Rothschild funds, were farmers with individual hold- ings. Most of these were econom- ically unsuccessful, The Zionist or- ganization has developed individu- alist settlements and villages with some degree of co-operative activi- ty, and straight communes. Be- sides, of course, villages and towns have sprung up entirely inde- pendent of organizational aid, Among Zionist fostered settle- ments, however, there has been a 15-year debate as to the com- parative advantages of commune or co-operative village. Now, it seems, the communes have prac- tically won out. Recently the sons of the farmers of a co-operative village, Nalialal, went out to make a new settlement. They were given a tract of land, laid out in indi- vidual holdings. But after six months they threw all in together, and became a commune. Now there is a chain of farm communes, formed into a larger collective organization. In this, too, are several groups of city workers, who pool their earnings and live together, But even this large collective, called the Kibutz Miuchad, is not politically social- ist, as evidenced by the existence the arbitration committee of the Jewish Community Council, spoke to the members of the,. Kadimah Social Club at a special meeting held last Wednesday evening in Bnai Moshe Center, on the topic, "What Is the Significance of the Jewish Community Council?" In the course of his talk, Mr. Levin sketched the background of his- torical events which have brought community councils into existence in over 20 Jewish communities. Ile described the discrimination, arbitration, public relations, and other activities of the Detroit Council and asked for their sup- port.
