THE LEGAL CHRONICLE

THE POLISH ENIGMA

Changing Tactics in the War on the Jews

By WILLIAM ZUKERMAN

To all appearances the Jewish situation in Po-
land has undergone an important change in the
last few month. Almost at the same time as the
fires of anti-Semitism were fanned into a great
conflagration in Rumania by the Goga-Cuza gov-
ernment a correspondent, parallel abatement net
in the similar blaze which had been raging with
even greater terse for over a year and a half in

PoSlaund
dilenly a change set in. With the same ab-
ruptness that marked the outburst in Rumania,
the pogroms ceased in Poland; the physical attacks
o n the Jews in the streets and in public places
stopped; the picketing of Jewish shops was dis-
continued, although the economic boycott goes on;
even the fights and rioting in the universities are
no longer a daily occurrences, although the ghetto-
benches are still in full force.
The entire affair has all the ear-marks of an
enigma, of some secret manouevre executed on a
war front.
In the opinion of the present writer, nothing is
less real than the so-called Jewish respite in Po-
land. There is no lull in the actual fighting; there
is only a change of tactics. For reasons which will
become apparent later, the Polish government has
conic to realize that the previous tactics of full-
sized and small pogroms, sensational as they are
from the point of view of publicity, will not ac-
complish the aims and purposes desired at the
present moment. The new conditions in the coun-
try and in Europe require new tactics, less sensa-
tional but probably more effective. A change has
doubtless set in on the Polish front; but whether
this change will bring any relief to the Polish
Jews, or whether it will even diminish the acute-
ness of their crisis is very . doubtful. In the opinion
of at least one observer of the European Jewish
s cene, the Jewish position in Poland with the re-
s pite is more hopeless and desperate than the po-
sition of the Jews in Rumania at the height of
the sensational anti-Semitic drive.
The change in the Jewish situation in Poland
was dictated partly by considerations of foreign
policy, but largely by social developments in Po-
land itself. There is not the slightest doubt that
the heavy flirtation 'of Polish foreign policy - with
Nazi Germany, which wilt so evident last summer
and fall, has now been checked. It is quite Pos-
sible that this was one of the successes of M.
Delbos' diplomatic tour last December. More
likely, the recent Nazi outburst in Danzig was
responsible. The Polish government suddely real-
ized (or was made to see) that the flirtation with
Nazism had gone far enough, and a halt was
called. Colonel Beck once more turned his face
towards France, and this certainly had an im-
mediate effect on the nature and manifestation
of the anti-Semitic movement.
Among the other foreign influences which have
definitely helped to bring about a change in the
anti-Semitic violence in Poland must also be men-
tioned the appeal of the French scientists and in-
tellectuals addressed to the Polish professors.
But a far more serious reason for the change
in Poland is the internal situation in the country.
During the last half-year or more the democratic
section of Polish society has shown signs of vigor
which it has not shown for many years. The Polish
Labor Party is now stronger and more conscious
of its labor aims than it has been for years. The
peasants are awakening.
A general retreat was called along the entire
social and political line and this had the strongest
possible effect on the anti-Jewish drive. For in
Eastern Europe, it is clearly realized now that
anti-Semitism is not entirely a movement directed
against the Jews. With the rise of Nazism it has
become a screen behind which the Fascists make
their advances into other, non-Jewish domains.
The democratic and anti-Fascist forces in Poland
have therefore made the fight on anti-Semitism
the center of their entire struggle with Fascism;
their battle cry and rallying point. even as the
Fascists have made the anti-Jewish drive the chief
Point of their attack on the general position. To
this must be added another curious fact: The vio-
lent anti-Jewish boycott which the Endeks con-
ducted before Christmas turned out to be a com-
plete failure. The struggle has only assumed dif-
ferent forms; forms more compatible with the
more democratic tendencies in foreign and in in-
ternal policy; forms which are, however, no less
dangerous, perhaps, than these of the hooligan
and of the pogromist.

A Rabbi Is Branded "A Jewish Traitor"

League for Human
Rights Distributes
Anti-Hitler Work

These are harsh words, and if they are based
only upon the brief quotations used in the Opinion
editorial they may be unfair. Rabbi Lazaron, who
has traveled a great deal under the auspices of the
National Conference of Jews and Christians, must
be given a chance to defend his position. Taken
on their face value, the above quotations are suf-
ficient to condemn any man who abuses the basic
American principle that every group in our pop-
ulation is justified in furthering the culture and
ideals that are specifically its own. American life
is enriched by the blneding of all national groups
and by the absorption into its blood-stream of the
best that is in the make-up of every individual
unit. The sentiments ascribed to Rabbi Lazaron
would be branded as anti-Semitic if they were ut-
tered by a Pellet/ or an Edmondson or a Kuhn or
a Wheeler-Hill. But they are accredited to a Rabbi
in Israel. Which niakes them all the more damag-
ing. They sound like the utterance of a philosophy
of self-hate that has no place in Jewish life.
Rabbi Lazaron owes an explanation to the
American Jewish community, If he has been li-
belled, then it will be Opinion's turn to defend
itself. There is a principle involved in the issue
raised by the Opinion editorial—the principle that
no one of any consequence in Jewish life dare
propagate a cult of self-hate and self-degradation.

In a series of articles now appearing in the

Referring to the different groups that go to make
