Anti-Semitism Is a Device
For Fooling the People

Lately, Mussolini, through his
official press, has begun a cam-
paign of anti-Semitism. I am of the
firm conviction that prospective
Fascist dictators in lands where
there are practically no Jews will
plot for a limited amount of com-
pulsory Jewish immigration. Fas-
cism arises only by the use of an
hysteria which leads terified mas-
ses to "sell out" their liberties to
a dictator. Once it is established
the inherent rottenness of its eco-
nomic program requires an ever-
present scapegoat, on whom to
blame its incompetency. In either
event, Jew-baiting has been shown
by experience to be the -easiest
method of fooling the people.
Economic Situation Worse
Examine the case of Italy.
There, the Fascist dictatorship
was accomplished by a sudden mili-
tary coup at a time when the coun-
try was wavering on the brink of
economic collapse, But Mussolini's
autocracy has not taken Italy out
of the financial doldrums. It hasn't
the intrinsic capacity for this. As
a matter of fact, despite a veneer
external public improvements, the
essential economic structure of
Italy is today far worse that when
Mussolini seized power.
During these years that condi.
tions have gone from had to worse

very evident tactics to rally the
masses to his side. His technique
has been the dream of empire."
The Corfu incident, the Ethiopian
campaign and now the aggressive
policy in the Mediterranean have
all been calculated to make Italians
forget their domestic economic
plight and the Fascist incapacity
for improving it.
So here Is where the Jews come
in. Rouse the hungry mob against
the Jews. Blame the Jews for every
Fascist incompetency.
No Lover of Justice
Why hasn't he done it sooner?
For the simple reason that the
Italian Jews are only an insignifl-

cant one-tenth of one per cent of
the .Italian populace. Moreover,
they are extremely assimilated and
are not any more powerful finan-
cially than they are numerically.
Mussolini is no lover of justice. He
has not used anti-Semitism hereto-
fore simply because he was afraid
that the facts about Italian Jewry
would make such tactics look
ridiculous, The fact that those
fears seem now to have been con-
quered is the most eloquent indica-
tion possible of Mussolini's des-
perate plight.
A prominent American protago-
nist of Fascism and Nazism claims
that in a personal conversation
with him, Hitler confided that he
really had nothing against the
Jews and that probably most Nazi
anti-Jewish propaganda was In-
correct, but that Nazism was justi-
fied in using any means at hand
to aid it to secure and maintain
power. In other words, Nazi anti-
Semitism was used and is being
used cold-bloodedly and with con-
scious deceit as a means of inciting
and duping the maws. The grand
ideals and mission of Nazism are
the moral excuse.
