THE LEGAL CHRONICLE

The Great Betrayal Is Complete Guides for Parents
Great Britain, having acted in the tra-
ditional spirit of "Perfidious Albion," has and Teachers; Books
made the Great Betrayal of the Jews com- for the Children

plete with its latest decree.
Henceforth the principle of admitting
immigrants into the country on the basis
of the land's absorptive capacity is to be
completely abandoned and the suggestion
made by the Royal Commission is accepted
—that a political maximum be set for
Jewish settlers in the future. This ruling
means that all demands for settlers' visas
will be completely dependent upon the
mercy of the British authorities and their
views as to the advisability for admitting
new immigrants in accordance with politi-
cal conditions in the land.
It is complete capitulation to the Arabs,
and it is a blow to the Zionist cause.
Jews would be false to the lessons
taught by history if they were to despair
over the possibilities of future coloniza-
tion in Palestine, in view of our having
overcome serious obstacles in the past.
But that Britain should thus completely
break faith with Jewry, and ignore the
provisions of the Mandate of the League
of Nations, is a disappointment that can-
not be taken lightly.
The Zionist battle for just rights at the
hands of the mandatory power thus begins
anew.

linguistically, and linguistic assimilation is the A
B C of cultural assimilation.
The Jews in Germany were culturally part of
the German people and will most likely continue
to be so long as they continue to live in Germany,
unless they be forbidden by law (and under the
Hitler regime nothing is impossible) to use the
German language as their vehicle of expression
or to read German books. American Jewry, too,'
is on the fair way to complete cultural assimila-
tion. The language used by over 90 per cent of
the Jewish population in this country is now Eng-
lish. The newspapers, books, talkies, radios to
w hich it is exposed are, with but few exceptions,
English. They think, speak, write and read Eng-
lish, and hence are culturally assimilated. The
fact that psychologists may quibble and insist that
a microscopic analysis would show that in spite
of the sameness of language used by the American
Jew and the American non-Jew, by the German
Jew and the German non-Jew, there are, to them,
unmistakable differences, is of little importance.
Such subtle distinctions, if they do exist, and their
existence is not at all beyond dispute„ are of little
moment from any practical consideration,

TORAH ON THE RUN

By BERNARD

PURELY COMMENTARY

By PHILIP SLOMOVITZ

ISAACS

Editor's Note: In this or-
tide, Mr. Isaacs, superintendent
of the United Hebrew Schools
of Detroit, paraphrases the He-
brew phrase "Torah Al Regel
Aches" and describes the im-
portance of learning in Jewish
tradition. Mr. Isaac s criticises
th e demand by Jews for educa-
tion in limited form and espe-
cially deplores the fact that op,
prove' is given to a "trans-
lated Judaism."

A heathen who wished to be-
come a Jew came to Shammai, one
of the distinguished Jewish schol-
ars of the first century before the
Common Era and contemporary
of Hillel, the Elder, and said,
"Teach me the whole Torah while
I stand on one foot;" in other
words, the heathen asked to be
taught the Torah on the run. He
wanted all of Judaism to be given
to him in the form of some con-
venient formula.
Shammai, known for his string-
ent interpretation of the law, re-
pelled the heathen. The Torah, ac-
cording to the uncompromising
Shammai, could not be prescribed
like a medicinal compound and
swallowed down in one gulp like
a pill. The Torah is "deeper than
the ocean" and could not be con-
densed in some smooth epigram-
matic maxim.
The heathen then went to Hil-
lel, who generally advocated mild-
er interpretation of the Law, and
made the same request. Hillel re-
plied: "What is hateful to thee,
do not unto thy fellow-man."
Hillel did not push the heathen
away. Hillel, whose life is charac-
terized by mildness and gentle-
ness could not turn a deaf ear to
anyone, no matter what the re-
quest. But Hillel knew as well as
his peer, Shammai, that the Torah
could not be handed over in a
beautifully phrased epigram, he
knew that no positive command-
ment of the Law could be taught
"on the run." He knew that the
T orah required profound study.
l ieknew that , there was no single
Mitzvah that could be fully ex-
plained in one sentence. He knew
that even such a seemingly sim-
ple injunction as "Love thy neigh-
bor as thyself" required com-
mentary elucidation and even
modification. Hillel, the head Of
the Sanhedrin, knew all this and
his reply was therefore given in
a negative form: "What is hateful
to thee, do not unto thy fellow-
man." lie hastened, however, to
add very significantly "the rest is
commentary, go learn," which may
be interpreted as meaning that the
rest of the Tnsah renuires learn-
ing and cannot be taught Al Regel
Aches.

Regarding Peace With Arabs

Sir Ronald Storrs, former Governor of Jerusa•
lem, now the Governor of Cyprus, has made a pro-
posal that Jews meet with Arabs at a round table
conference for the purpose of planning a method
for attaining peace between them in Palestine.
Sir Ronald urges the abandonment of the parti-
tion proposals, and is optimistic that an amicable
agreement between the Semitic cousins is possible.
This takes us back once more to Sir Ronald's
memoirs to which we already alluded last week. In
this highly interesting recital of experiences in Pal-
estine, just published by Putnam, the scholarly
and able British colonial official warns the Arabs
that

any obsequent resort to sloience could not fail to

acquired, and so to be more sharply and severely re-
