Congressman Dingell's New Year
Message to Jews of Detroit

The Detroit Jewish Chronicle has received the
following telegraphic message from Congressman
John D. Dingell:
As I read my Chronicle in the far-off Caribbean
Sea, I am reminded of the New Year and of my
countless friends among the Jews. In my behalf,
please extend greetings and best wishes to all."

against lawlessness devolves,
firstly, upon the Government," the
paper asserts that "the Yishuv too
must assist in maintaining self-
purity. It must not cloak the mur-
der of innocent persons under the
guise of heroism or retribution."
The labor daily condemns the mur-
derers of the Arabs as "lawless
cowards exploiting a situation re-
sulting from the lack of defense
for peaceful people and the ab-
sence of danger for law-breakers,
which is characteristic of the
country's insecurity." Similar
views are expressed by the Pales-
tine Post, English daily, and
llaaretz, Hebrew daily. The lat-
ter, condemning the recent slay-
ings, says the Jewish community's
abhorrence of murder has not
changed.
The Jews of Palestine were
called upon in a manifesto issued
by the Jewish National Council to
maintain national discipline and
restraint, as resentment among
the Jewish populace grew, follow-
ing the slaying of three Jews and
the injuring of several others. In
its manifesto the Vaad Leumi
urged: "Go on with your regular
work. Stand fast in your positions
of self-defense. Avoid outbursts
or the molestation of innocent
people." The document emphasized
the laudable restraint of the Jew-
ish community during the disturb-
ances of 1936, when Jews did not
respond to provocation. The Vaad
Learnt appeals to the Jews for
"national discipline." •
The Arab Higher Committee
published a manifesto urging re-
straint upon the Arabs. "Do not
respond to provocation," the docu-
ment says, recalling the Arabs
slain the day before. Jews were
not mentioned in the appeal.

During the past eight months
Jewi s h immigration into Pales-
tine totalled 7,277, in addition
to 404 tourists who were ■ u-
thorised to stay permanently,
it was disclosed in immigration
figures made public by the Jew-
ish Agency. Immigration for
the month of August was 1,040,
including 81 capitalists sad 92
dependents, 261 laborers, and
160 dependents, and 313 rela-
tives of residents.

The British Government, re-
gardless of the Royal Commission
report, is prepared to re-open the
Palestine question, according to
views atributed in a publication
here to Lord Halifax, British Un-
dersecretary of State for Foreign
Affairs. All Abram reports that
the statement was made by Lord
Halifax in replying to the Crown
Prince of Yemen, now staying in
London, following a letter to Lord
Halifax from Iman Yehiva, ruler
of Yemen. In the letter Halifax
is reported to have stated that al-
though England is convinced that
the Royal Commission recom-
mendations are the best means of
solving the Palestine problem,
nevertheless it is ready to re-ex-
amine the question with Jewish
and Arab representatives.
The unveiling of a tombstone
over the grave of the late Ephraim
Chizik, heroic young chalutz who
was slain while defending the col-
ony of Hulda during the Arab
riots of 1929, was made the oc-
casion for a solem pledge by thou-
sands of Jews from all parts of
Palestine never to surrender "a
single inch of Palestine soil sancti-
fied by Jewish blood." The stone
was unveiled on the spot where
Chizik died.

Ben Carlon and Warburg Differ
on Partition

NEW YORK.— (WNS) —
Sharply divergent views on the
partition of Palestine were ex-
pressed by Felix M. Warburg,
leader of the American non-Zion-
ist delegation to the Jewish
Agency meeting, and David Ben
Gurion, labor leader and chair-
man of the World Zionist Execu-
tive, on their arrival in this coun-
try from Zurich. Mr. Warburg ex-
pressed the belief that partition
can be avoided if England ar-
ranged an Arab-Jewish round
table conference, while Mr. Ben
Gurion voiced the opinion that the
League of Nations will approve
partition on the terms outlined by
the Royal Commission. • Mr. Ben
Gurion said that "as a Jew I can-
not favor the partition of Pales-
tine, but if it is to be I will agree,
being convinced that within a few
years the Jewish state and the
Arab state will unite as one."
In a formal statement issued on
behalf of himself and Drs. Mau-
rice J. Karpf and Solomon Lowen-
stein, Mr. Warburg declared:
