paralysis. Long a plague spot on
the Jewish may, Rumania was
beset last year by a series of in-
ternal political crises from all of
which the Jews were inevitable
sufferers. The elimination of
Nicolas-Titulescu as foreign min-
ister gave free rein to the Nazi
and Fascist elements in the gov-
ernment. The Iron Guard, which
is legally proscribed, continued
to function as a government
within the government, threaten-
ing the King and cabinet mem-
bers with death unless they
orientated the government to-
ward Germany. Premier Tatar-
escu's fearful tolerance of the
Iron Guardists allowed them to
terrorize the Jews in the provin-
cial towns and villages., On one
occasion 200,000 anti-Semites
demonstrated in Bucharest under
the benign eye of the govern-
ment. The Iron Guard, however,
over-reached itself, and upon the
insistence of King Carol, the
government bore down on the
Nazis, closing their headquarters,
arresting many of their leaders
and taking steps to suppress anti-
Jewish disturbances in the uni-
versities. But before long the
Iron Guard again showed that it
was stonger than the government,
and it resumed its propaganda
and violence by taking advantage
of the split between King Carol
and his brother, Prince Nicholas,
allying itself with the latter.
Only the Militant anti-Fascist
policy of the National Peasant
Party and the failure of the doz-
en or more Fascists and anti-
Jewish parties to unite under a
single leadership saved Rumania
from a Nazi coup.
The government itself, how-
ever, did nothing to stem the
systematic exclusion of Jews
from the professions and trades.
In deed, it encouraged local au-
thorities to disfranchise thous-
ands of Jews on trumped-up
charges of illegal residence or
lack of necessary documents. A
move for the mass disfranchise-
ment of Jews in Bessarabia was
blocked by threats to invoke the
minority treaties. Nevertheless
many Jews were deprived of cit-
izenship by the harsh interpreta-
tion of administration regula-
tions. The government also man-
ifested a surprising opposition to

his government might open Madagascar and other French

Polish officials is now in Madagascar studying the possibilities.
French Guiana, the New Hebrides, New Calendonia and the
Sudan also were suggested. A number of Englishmen ad•
veined the possibility of settling Jews in Australia. And the
ban on immigration to South Africa brought into being the
Swaziland Corporation, • private company for settling Jews
in Swaziland, a British protectorate in Africa.

the Scandinavian atmosphere that

kroner toward the creation of a
model farm which was presented
to King Christian X on the oc-
casion of the silver jubilee of his
reign.
