Although tens of millions of capi-
tal were brought into Palestine
this year as in the past four or
five years, there has been heal-
tancy in invesing it in productive
enterprises. The onus of stimu-
latjng Palestine's economic mach-
inery has been borne by the na-
tional Institutions, such as the
Jewish Agency and the Jewish
Federation of Labor. The of-
ficers at these two bodies have
fully demonstrated that they
have the human material and the
statesmanship necessary for the
guidance of a new territorial
unit such as is proposed by the
Royal Commission.
Since the last Jewish New Year
incidents of violence and terrar-
ia mhave continued almost un-
abated, although the Arab gen-
eral strike was discontinued on
Oct. 12; after the neighbor-
ing Moslem sovereigns had given
assurance to the Arabs that they
would use their influence with
the British government for con-
eideration of their claims. But
with Lieutenant-General John G
Dill and large military forces
available, and more serious ef-
forts to combat banditry, the in-
cidents of violence have been

frequently as Jews.
The outstanding development
of the year from the economic
point of view was the continued
expansion of the Tel Aviv port,
Palestine Jewry's link to the
Western world. It is doubtful if
any single advance is as impres-
sive in its effect on Palestine as
this harbor, which may In the
not too distant future rival Haifa.
The binding of Palestine closer
to the West was also helped by
the establishment of the Polish-
Palestine air service and the
building of new civil and military
airports.
By the time this review appears
the World Zionist Congress, the
twentieth since that instrumen-
tality was established, will have
given its verdict on the partition
of Palestine. Regardless of op-
position that may appear now or
later, It is obvious that Jews will
have to prepare now to deal with
a fait accompli, working out on
administrative system that will
permit the new Jewish National
Home to absorb a maximum num-
ber of Jews without bogging
down its progress. Numerous
problems are in the offing: The
relation of Jews elsewhere to the
Jewish State now being formed,
and the problem of the status of
Jewish Palestine—whether inde-
pendence in a vast, hostile world,
or friendship, through Dominion-
ship, with the British Empire.
All that has transpired in Pales-
tine in the past twenty years is
but s prelude to problems re-
quiring the utmost of sound pa-
triotism and liberal, courageous
statesmanship.
