the standpoint of agriculture but
from that of our political inter-
est, should be particularly timely.
This question interests the
Koren Kayemeth in the first
place because the Fund must
provide the basis for all settle-
ment, namely, the land itself. In
my opinion we must strive to ob-
tain lands at a distance from the
center of our present settlement
in order to safeguard as far as
possible the boundaries of our
country. In fact, when we de-
termined our program of land
purchase, this idea was before
us—to 'secure the distant places.
Apart from the factor of the
quality of the soil we always as-
pired to extend our boundaries
to safeguard ourselves from any
possible contingencies. Let us i e-
call that part of the Dagania

has remained in our possession.

tensive or intensive settlement?
If we approach this problem
from the single point of view of
practical economy and of extend-
ing the possibility of immigra-
tion and its absorption, it is
clear that intensive settlement is
preferable. Settlement thereby
proceeds more rapidly and more
concentrated and is more ra-
tional in relation to the invest-
ment of the initial settlers.
There is then no need to pur-
chase large areas and it is pos-
sible to settle more pople per
dunam. All this is true. Never-
theless I follow a different and
more decisive principle—to ac-
quire as fur as possible and as
rapidly as possible large areas,
and to exploit them immediately
by way of settlement—since
otherwise it is impossible to re-
tain the land in our possession

That is the true occupation of
our boundaries from the political
standpoint. Along these lines
the Keren Kayemeth decided last
year to extend its activities and
insure as far as possible, more
rapidly and to the fullest extent
of our powers, the eastern and
northern boundaries. The recent
acquisitions of 25,000 dunams in

have said this in a different way
—Jews for Palestine will always
be found; Palestine for the
Jews is a matter of time. Be-
cause Palestine for me is first
and foremost a matter of land,

therefore the need of extending
our areas by extensive settle-
ment is.today the more decisive,
as compared with the need of in-
tensive farming.
I would like to devote a few
words to the heroic occupation
of our national land in Beisan
and the Jordan Valley. All of
us must rejoice at the wonder-
ful bravery and patriotism which
has been manifested in this oc-
cupation. In an area which is
by no means safe, in which at-
jacks still take place, shootings
and murders, a desolate wilder.

a glorious feat. But ecstacy is

affair, dependent solely upon

duty of the Zionist Executive and
all the Zionist bodies in the Dia-
spora to gather for the purpose
of this settlement as quickly as

apparently be unable to prevent
for sometime. The Keren Kaye-
meth has begun this scheme and
we hope in due course to achieve
big results. In May we proclaimed
a special campaign in many coun-
tries of the Diaspora, under this
slogan of "On to Galilee." The
campaign will be organized on
the basis of the contract between
us and the Keren Ilayesod at
Lucerne, namely, that Keren
Ilayesod concludes its campaign
up to the month of May and the
summer months are available for
Keren Kayemeth campaigns. I
hope that with the active assis-
tance of Keren Kayemeth work-
ers in all countries, and with the
support of the entire Zionist Or-
ganization, we shall obtain in this
campaign considerable funds to
enable us to continue our opera-
tions. If exceptional conditions
should not arise, we hope in the
coming half-year to be able to
announce Important acquisitions
of land in Upper Galilee.
