vigorously condemned Lord Sam-
uel for introducing political consid-
erations into the determination of
Jewish immigration into Palestine
in a telegram which the Vaad Leu-
mi addressed to the first British
high commissioner for Palestine.
Viscount Samuel had suggested in
the House of Lords on July 20 that
Jewish immigration should not ex-
ceed 40 per cent of the Arab popu-
lation and that Arab national as-
pirations should be recognized.
Palestine Jewry, In protesting
against the scheme, informed Lord
Samuel that "the Yishuv will never
agree to a restriction of immigra-
tion based on any other considera-
tions than economic. It strongly
protests your statement in parlia-
ment." The official organ of the
Jewish community was led to pro-
test, it Is understood, because of
consideration that is being given
to the scheme in certain quarters.
The Jews of Palestine regard the
Samuel plan as fatal to Jewish
rights and the Jewish position in
Palestine, forcing the Jews to ac-
cept a permanent minority status.
"The rights conferred upon the
Jews by the Balfour declaration
and the mandate will be destroyed
and the Jews will be handed over
to Arab pogromists if the Samuel
plan is accepted," one Zionist
spokesman declared, characterizing
the limitation scheme as "a deadly
blow at the heart of Jewry and
Eretz Israel."
