Mr. Russell, who is 77 years old,
is a well known author and Jour-
nalist who retired from active
newspaper work many years ago

York; two years later he ran for
Mayor of New York and in 1913
he was a candidate for the United
States Senate. Mr. Russell. at the
turn of the century, was city edi-

insurance money to those of its
members who, despite the prohibi-
tion, seek out and permit them-
selves to be treated by Jewish
doctors. Workers and employees
who visit a Jewish doctor are in
many cases threatened with dis-
charge.

The Jewish doctors formed their
own professional organization for
self-help with two main objec
tives-first, to give economic aid
to their colleagues who are in
dire need; second, to create new
opportunities, whether through
emigration or a shift to other
vocations. The physicians' coin

has been occurring. In order to
create an economic basis they
founded the physician's aid fund ,
which is regularly contributed to

The chief problem, aside from
those cases requiring urgent aid,
lies in the direction of investigat
ing possibilities for emigration.
Emigration is in fact the only
hope of aiding the majority of
Jewish doctors in Germany who
have no longer any means or op-
portunity to earn a livelihood. As
early as February, 1933, the OSE,
a medical organization which re-
ceives subsidies from the Joint
Distribution Committee, became
active in efforts to aid the hard-
pressed Jewish physicians of Ger-
many. Thus the aid to the des-
perately beset German Jewish
doctors became part of a network
of activity aided from America.
This aid arranged on the medical
side from pre-natal care of moth-
ers and children, child-care and
feeding, maintenance of hospitals
and clinics, through the explora-
tion of emigration possibilities for
those doctors no longer permitted
to serve their own people in their
own land. From statistics made
available by the J. D. C. it is
possible concretely to judge the

By the first of January, 1935, that
number has fallen to 47,419.
This decrease of almost 5.000
doctors is accounted for very
largely by the forced emigration
of Jewish physicians. For it is
estimated that there were in 1933

Germany and that now there are
no more than 3,500.
A census of German doctors
through the Jewish communities
in Germany at the beginning of
1936 revealed 3,921 Jewish doe-
tors of whom 2,145 were in Ber-
lin. Since that time the number
will have dwindled through emi-
gration and by the relentless re-
ducing process of death, so that
present estimates place not more
than from 1,500 to 1,600 Jewish
