For a very dispassionate and reasonable
view of anti-Semitism and the chances for
an early decline in bigoted treatment of
11632 the Jews throughout the world, one must

read Dr. Hugo Valentin's "Anti-Semit-
ism." This Swedish professor in his vol-
ume, which was published recently by
the Viking Press in an excellent English
translation, not only presents an able his-
torical resume of the various stages of
anti - Semitic movements throughout the
world, but he also deals in realistic fash-
ion with the entire problem.
Dr. Valentin proves of the view that na-
tions who find themselves in economic
pinches will usually turn to the Jew as
the scapegoat for their troubles. He points
out, for instance, that when the bunga-
bunga tree is abundant in its yields of
fruit, the black people of Australia will
Gf share them with strangers; that when the
Ext ■ yield is moderate, foreigners are prohib-
ited from eating the fruit; and that when
there is a famine, these blacks will eat
the stranger. "Civilized man is the twin
brother of primitive man" says Dr. Val-
entin.
But Dr. Valentin is not as blind to the
various implications of anti-Semitism as
are many of our radical friends who be-
lieve that economics are the only measur-
ing rods for anti-Semitism. Instead, he

endorses the view of Josef Kastein, who
has himself written one of the finest his-
tories of the Jewish people, that anti-
Semaism is inseparable from the existence
of the Jews in dispersion. He accepts the
view of Mr. Kastein that there is a regu-
lar ,rhythmic alternation in the course of
anti-Semitism:

What Ingenuity!
There is so much genius and greatness
in the world, that a group of our friends
in Chicago refuse to be outsmarted by any
one else. Everyone speaks in terms of the
five or the ten greatest living men or wo-
men, or a similar number of most impor-
tant events or causes or problems. But in
Chicago they are in search of the 70 out-
standing Jews in the world. Furthermore,
Chicagoans refuse to be outdone by any-
one. The world's anti-Semites speak in
terms of the Seventy Elders of Zion. Chi-
cago Jews are out to compile a list of
Seventy Elders of Israel. Such ingenuity,
it will be admitted, requires courage and
vision. The trouble in this case is mis-
directed courage and short-sighted vision.

When the lists so numbered are received
from all parts of the world, the Ivrim will
carefully check and average the numerical
order of each name on the lists and will check
the first 70 as being the "Elders of Israel,"
or the 70 greatest living Jews.
In order not to include any individual who
hag severed himself from Jewish life and in-
terests and who desires to lose his identity as
a Jew, the Ivrim will send a letter to each of
the 70 selected, informing that individual that
he has been honored by having been chosen
by a world poll as one of the 70 greatest liv-
ing Jews, and asking that he acknowledge
the receipt of the communication. Should
he fail to acknowledge the letter; he will re-
ceive two more notes warning him that his
silence will be construed to mean an indiffer-
ence to the honor and will result in the re-
moval of his name from the list. Thus each
name will move up one and the process will
be repeated until acknowledgements have been
received from each of the 70 selected. Then
the list will be closed and the names will be
published as being the consensus of opinion
of Jews all over the world.
Upon the death of any member of the
"Elders of Israel," a world-wide poll will
be instituted again to determine his successor,
the process being much simpler than in the
first instance.
When Ted Maxwell, author of
Hawthorne House, recently needed
a radio singer to fit into his
script, he called for lovely Jeane
Cowan. Listeners on NBC coast to
coast broadcasts have heard her
low, deep singing voice scores of
times. The character originally
was intended as a casual one, but
when Jeane read a few lines in ad-
dition to her songs, the author de-
cided he had a real find. Impressed
with Jeane's voice as a singer and
reader, radio listeners began to
flood the studios with fan mail,
and she is now rated as an actress
who is destined to go places in
radio. Miss Cowan sang over many
stations in Southern California,
before she came to San Francisco,
where she broadcasts from now.
Her voice has been heard in the
movies when she has doubled for
stars. In several pictures she has
appeared in person, including
"Follow the Fleet" with Fred
Astaire, and William Powell's
"Star of Midnight."
For sheer nonsense this idea is the most
ridiculous we have - read for a long time.
Imagine adults concerned with the welfare
of Jewry in a critical period like the pres-
ent devoting themselves suddenly to so
childish a game of contacting Jewish com-
munities throughout the world for the
choice of an honorary Sanhedrin! We are
not concerned with the possible charge
by anti-Semites that we are organizing
the mythical force to conquer the world.
The disgusting thing about this scheme
is that Jews should devote themselves to
nonsense at a time when the serious issues
press for consideration.
When People Doubt
A recent issue of The Commonweal, one
of the most interesting Catholic periodicals
published in this country, carries a letter
from one of its correspondents (Helen
Ready Bird of New York) which the pub-
lishers printed under the heading "Per-
secution of Catholics" and which reads:
Recently the question of persecution of
Catholics in Germany has come up in con-
versation quite frequently, and it is surpris-
ing how many Catholics believe that it is un-
true and merely Jewish propaganda.
One friend of mine who disagrees with me
on the subject says she has never heard it
mentioned from the altar on Sunday, and
claims that if the priests did come out against
the persecution she would place more credence
in the various reports than she does.
Would it not seem fitting to have this topic
spoken of at Mass—or would such a proce-
dure be bringing politics, into the church.
After all, it seems unfair to our German breth-
ren not to make known their plight to all
Catholics.
FRANCE HONORS
MAX STEINER
Max Steiner, eminent musical
director of motion pictures, has
just been officially notified that he
has been named an Officer d'Aca-
demie by the Government of
France, This is a recognition sel-
dom awarded outside France. The
honor was conferred upon him by
France's minister of national edu-
cation and fine arts as a tribute
to the distinguished composer for
his contributions to modern music.
The award was made for no spe-
cific work but for the Jewish musi-
cian's life-long devotion to the
interests of a greater modern mu-
sic. Steiner is signed to a long-
term contract with David 0. Selz-
nick. He came to Hollywood in
1930 and has composed the musi-
cal score for more than 65 pro-
ductions.
At the age of 13, Steiner, born
in Vienna, had established himself
as a musical genius by complet-
ing an 8-year course in oneyear
at the Imperial Academy of Mu-
sic in Vienna. He wrote a musical
comedy immediately after leaving
school, and it played for two years
in Vienna. At the age of 16
Steiner was conducting orchestras
on a European tour. When he first
came to America George White,
Florenz Ziegfeld and Victor Her-
bert employed him as an orches-
trator and condultor.

We are especially interested in this let-
ter because Catholics are not alone in
doubting many of the reports which come
through the wires relative to persecutions.
There , are also Jews who are inclined to
doubt reports regarding the persecutions
of their kinsmen, and while they give other
reasons than the one which is advanced in
the above quoted letter, the truth is that
the existing doubts are occasioned by a
lack of information and by the failure of
people who are informed to outline the
truth.
Persecution news is coming through at
such a rapid rate and bigotry dominates on
so many scenes that it would be well for
leaders in Jewish ranks—and in the in-
stance of Catholics for leaders in their
ranks—to make it a point to conduct edu-
cational campaigns in order to enlighten
their people of the truth of existing situa-
tions.
Universality of the Golden Rule
Recent references by a radio priest to
the Golden Rule and his advice to Jews
that they give up certain of their views
and adopt what he termed to be the ideal-
ogy of Christians, continues to command
interest in the Golden Rule ideal.
It is therefore of interest to quote Prof.
Paul Elmer More, who writes in his "The
Christ of the New Testament":
In the Sermon on the Mount where the
game precept (the Golden Rule) is given,
the clause follows: "For this is the law and
the prophets"—and it might be added not of
Israel only but of the world. Hillel and Philo
knew the rule in slightly different form, thus:
"What is hateful to thee do not to thy neigh-
bor." It was taught by Confucious in far-
away China: "What you do not want done
to yourself, do not do to others." It was •
familiar proverb of the Hindus:
One law there Is: No deed perform
To others that to thee were harm;
And this is all, all laws beside
With circumstances alter or abide.
This same rule was current among the
Stoics and is found elsewhere in classical
literature.
We still insist that the foundation for
the Golden Rule ideal is to be found in
Jewish history and in the ethical teach-
ings of the great Jewish philosophers.
But since that time, this rule has become
universal and is not the property of any
particular group. The only reason that
this question is still being discussed is be-
cause bigots continue to draw upon inter-
ested audiences. Therefore, it becomes
necessary to let these audiences now that
Chief Rabbi Hertz Completes His
Five-Volume Commentary on Bible
The completion of the study of a portion
of the Talmud by a group of men who have
joined in such studies is traditionally observed
at a ceremony that is known as Siyum. Such
an event is an occasion for joyous celebration,
and is usually marked by a public festivity.
If the conclusion of the reading and studying
of a book calls for celebration, then there:410e-
tion of the writing of a set of comm?ntaries
on the Bible ought to be the occasion for joy-
ous observance, and this reviewer proposes that
the 10-year effort on the part of Chief Rabbi
Joseph H. Hertz of England in preparing the five
volumes of Pentateuch and Haftorahs should
similarly be made an occasion for a Siyum in all
English-speaking countries.
The appearance of "Deuteronomy," the final
volume in the set of "Pentateuch and Haftorahs,"
published by the Oxford University Press, 114
Fifth Ave., New York, ($3), is truly an event
deserving of wide notice. During the past 10
years we have been watching faithfully for the
appearance of this set, volume by volume, and
the completed five volumes now form a treasured
part of the Jewish bookshelf.
Book of Much-Needed Commentaries
"Pentateuch and Ilaftorahs" is not merely
the publication of the Bible and the Les-
sons from the Prophets in Hebrew as well as in
English translation. It is much more than that.
It is a book of commentaries which are badly
needed by the English-speaking Jews who have
hitherto found themselves helpless in the study
of the weekly portion of the Torah compared
with their fellow-Jews who are better prepared
to turn to Rashi and to other commentators for
explanations of the texts.
It is appropriately stated on the cover of
"Deuteronomy:" "With the aid of this work
worshippers in the Synagogue may follow the
Readings of the Law and Haftorahs with the
same interest as those who are able to read the
existing Hebrew Commentaries."
In addition to the texts "Duteronomy," like
its preceding volumes, contains lists of other
commentaries consulted by Chief Rabbi Hertz,
a list of medieval Jewish authorities and com-
mentators, a list of the modern commentators
and translators, and a chronological table. This
concluding volume contains a general index of
names and subjects in commentary of the Pen-
tateuch end Haftorahs; and a list of Haftorahs
according to Sabbaths and Prophetical Books.

ments, the more interesting of which are on the
subjects: Interest from Jew and non-Jewt Reli-
gious tolerance in Judaism; Free-will in Judaism,
etc.
The mere titles already subject fascinating
discussion, and the authority given the articles
by Chief Rabbi Hertz adds great value and worth
to these commentaries. The discussion of the sub-
jects of Interest, Divorce, Laws of Equity and
Humanity, and numerous other laws fascinatingly
brings to the uninformed the key to the closed
storehouses of Jewish learning and information.
Ethical Codes in Mosaic Commonwealth
The article on "Monarchy and Freedom in
Israel" is a particularly interesting one. It deals
with the dignity of labor in Jewish life, with the
ethical foundations for a Mosaic Commonwealth,
with the ideals for democratic institutions 'in
Jewish life.
Similarly interesting and important are the
other articles, and Jewish women will find par-
ticular interest in the article dealing with the
position of woman in Israel and the problems
of marriage and divorce.
The possession of the five volumes of "Pen-
tateuch and Haftorahs" with the commentaries
by Chief Rabbi Hertz should provide a genuine
sense of joy to those who are fortunate enough
to have them. Certainly, those who have even
the aightest desire to possess a Bible with ade-
quate explanatory notes and an excellent trans-
lation should treat themselves to this set. They
will learn to consider it the best investment ever
made in books and the most valuable addition to
their library because these books are so ex-
cellent for use in the home as well as the syna-
gogue, for young as well as old.

Judaism is a way of life. It has
developed to this end a code of
law and under this code there are
definite and positive acts to be
done. A religious Jew believes
that he must act in accordance
with the Jewish law. The Semi-
nary, therefore, insisted in the
first instance, that the students
must be persons who lived in ac-
cordance with the Jewish law.
From this tradition the Seminary
itself has never varied. It has
not modified the prayer book, it
has not changed the calendar, it
has not altered the dietary laws,
its has not abolished the second
day of the holidays, and although
some of its founders and some
of its graduates have attempted
changes in the ritual, the Semi-
nary itself has never adopted any
of these changes.
Within the limits I have de-
scribed, varying opinions on the
part of the faculty have always
been permitted. The variation. it
is true, is not very great, still,
we do not persecute each other
and we live reasonably well to-
gether. It may be that as a re-
sult of this broad-mindedness a
Judaism will develop which is not
partisan and may approach to
a harmonization of these vary-
ing views. I do not mean by this
American Judaism. The Semi-
nary, even before Dr. Schechter
invented the phrase "Catholic Is-
rael," still had such an idea in
mind.
Recognize Jewish Division.
Dr. Morals, Sephardi that he
was, proposed a anion of the
Sephardic and Ashkenazic and
even of the Italian and Yemen-
ite rituals in the hope that the
Jewish people might have a book
of common prayer. The Semi-
nary has always felt that the
adoption of secular knowledge
and American ideals did not re-
quire a change in the prayer
book. always in the hope that just
as the Hebrew language was the
common bond of scattered Israel,
as we might possess a uniform
service, or at least a reasonably
uniform service which would
make a Jew from New York or
Philadelphia or Pittsburgh at
home in London or Paris or Con-
stantinople or Jerusalem.

Philosophy of the Founders
The Jewish Theological Semin-
ary was founded by men who,
while having the traditional Jew-
ish training, had also a western
secular education and strangely
enough, they represented various
of the Western European coun-
tries. Morals came from Italy;
Kohur from Hungary; Jastrow
was born in Warsaw; Szold in
Hungary; and Mendes had his
training in England. Both Jas.
trow and Kohut were graduates
of German universities, and Mor-
als drew his inspiration from Sam-
uel David Luzzatto. In other
words, all of these men represent-
ed the training and education of
Western Europe and excepting
Kohut, had long residence in the
United States.
It was natural that this group
of men should look to the educa-
tion of a Jewish rabbinate which
combined Jewish learning and ad-
herence to the tradition with secu-
lar knowledge. At no time in the
history of the Jewish people, ex-
cept in Eastern Europe, has there
been any profound objection to
the learning and the language of
the nations among whom the
Jews were settled.
When that great man and dis-
tinguished scholar„ Dr. Solomon
Schechter, entered upon the presi-
dency of the Seminary, he de-
clared: "The religion in which
the Jewish ministry should be
trained must be specifically and
purely Jewish, without any alloy
or adulteration. Judaism must
stand or fall by that which dis-
tinguishes it from other religions
as well as by that which it has in
common with them . . . it per-
meates the whole of your life. It
demands control over all your ac-
tions, and interferes with your
menu. It sanctifies the season,
and regulates your history, both
in the past and in the future ...
Judaism is absolutely incompat-
ible with the abandonment of the
Torah. Nay, every prophet or
seer must bring the imprimatur
from the Torah."

says the papers, were alarmed be-
cause Edward was too friendly
toward Germany, so they schemed
to get rid of him ... Before the
Nazi brain-trusters thought up
this whopper the same papers were
yelling that Mrs. Simpson is a
Jewess whom the "Elders of Zion"
had selected to captivate Edward
in order to control the British
Empire .. On the other hand a
couple of Yiddish papers in Poland
screamed that Mrs. Simpson was
an anti-Semite and they even pro-
fessed to know that she had at-
tended the Nazi party congress at
Nuremberg ... And in London the
gossip-hounds say that she was an
agent of the German propaganda
ministry.
FAMILY TREES
The uproar over ex-King Ed-
ward's amour with a commoner
reminds us that the Royal Mar-
riage Act of 1772, which requires
all members of the royal family to
obtain the King's permission be-
fore marrying, was the result of
a love affair between a Jewess and
the brother of King George III ...
The Duke of Gloucester scandal-

ORGANIZED BOYCOTT IN
FORCE AGAINST JEWS
On the other hand, however,
anti-Semitism is pushed to the
point where it becomes a kind of
regime. It manifests itself par-
ticularly in the form of an eco-
nomic boycott. The popular news-
paper "Universul" carries on a
campaign against Jewish commer-
cial enterprises. A society has been
formed under the name "Rumanian
Fraternity," the president of which

artisans or laborers, or to read
journals, books or publications
with which Jews are associated
either as writers or as publishers.
Finally, the principle of ethnic
discrimination asserts itself ever
more boldly. In the face of Article
6 of the constitution which pro-
claims the absolute equality be-
fore the law of "Rumanian without
distinction as to ethnic
language or religion." the guar-
dian of the seals made the fol-
lowing declaration: "Of ethnic
Rumanian origin are all those
whose parents are of Rumanian
blood, as distinguished from those
who while Rumanian citizens by
virtue of the law. do not possess
such lineage." Accordingly, each
case should be examined and en-
praised by the mayor, in keeping
with the principle above set forth.

for "certificates of origin," quite
comparable to that which took
