Agency)—The new policy of the
Palestine Government, declining
to issue special immigration cer-
tificates for Jewish youth of Ger-
many between the ages of 12 and
17, was scorned before the Brit-
ish Royal Commission studying
the administration of the Pales-
tine Mandate by Dr. Werner Sen-
ator, formerly of Berlin, member
of the Executive of the Jewish
Agency for Palestine in charge of
the immigration department. Dr.
Senator described how 1,400 Jew-
ish children from the Reich had
found a home and happiness in
the Jewish homeland. The con-
tinuation of a large-scale youth
immigration from Germany was
essential, he declared, to save
them from the ravages of the
Nazi regime. One of the griev-
ances which Jews have against
the Palestine Government, Dr.
Senator said, is its change in
policy in regard to this youth
immigration. Now these young-
sters are included in the certifi-
cates of the "labor immigration"
schedule instead of being allowed
to enter the country on special
grants as heretofore, with the
Jewish Agency guaranteeing their
maintenance.
Supporting Dr. Senator's con-
tentions, Moshe Shertok, head of
the political department of the
Jewish Agency, appealed to the
Royal Commission "to give the
Jewish youths of Germany a
chance of salvation which Is
threatened by the government's
new policy." Mr. Shertok went on
to describe the nature of the
training given these Reich exiles
in special settlements. The mem-
bers of the Royal Commission.

Illegal Arab Settlers
Eliahu Epstein, member of the
staff of the political department
of the Jewish Agency and expert
on population statistics of Pales-
tine and neighboring countries,
told the Commission that Pales-
tine attracts thousands of illegal
Arab immigrants every year. The
chief source of this illegal immi-
gration are the Hauran, in Syria,
and Transjordan. Describing his
travels in these countries in or-
der to study the effects of Pales-
tine's economic development on
neighboring lands, Mr. Epstein
declared that the background of
the Arabs who flood Palestine
proves that this type of immigra-
tion is neither temporary nor
seasonal. It is not merely • the
economic attractiveness of Pales-
tine which is a magnet for these
Arabs but the terrible conditions
in the country of their origin, the
witness said. The distress and
extortion suffered by the Baur-
anese affects the type of immi-
grants who pass the Palestine bor-
der. The Haurani immigrants to
Palestine during 1934 and 1935
were estimated by Mr. Epstein
as 25,000.
The conditions in the Hauran
are not improving, he declared,
therefore there is no prospect of
this migration decreasing unless
the immigrants are effectively
checked at the frontiers. All im-
migration from the Neuron is

anis who entered 8,000 remained,

cation of Chicago, one of the out-
standing educators in America,
will be the speaker at the late Fri-
day evening services en Dec. 18.
His topic will be "Zionism and
Jewish Education."
Dr. Honor is an inspiring
s peaker and a brilliant thinker.
On his only other visit in Detroit
six years ago he addressed a large
audience at Northern High School
under the auspices of the Zionist
Organization of Detroit.
Receiving his Ph. D. degree in
Semitic. from Columbia Univer-
sity, Dr. Honor was for a time
registrar at Teachers Institute of
the Jewish Theological Seminary
of America. A large number of
prominent teachers, social work-
ers and communal leaders derived
their early inspiration from him
and look to him as their guiding
star..

•— Jews throughout the world
have failed to recognize the full
significance of what is happen-
ing in Germany today, James
G. McDonald, former League of
Nations high commissioner for
German refugees, is reported
as having declared in a lecture
here last night at the Paterson
Y.M.&Y.W.H.A.
Contending that Jews them-
selves had been slow in seeking
to aid their stricken brethren
in Germany, Mr. McDonald said
the course of Hitler's policies
could have been foreseen by
looking at his record prior to
gaining power and that some
attempt should have been made'
to combat it. Yet, he pointed
out, it was not until after Hit-
ler had been in power three
years, in Sept. 1935, when Ger-
man Jews were made second-
class citizens, that world Jewry,
as a unit, "recognized the ter-
rible truth" of what was hap-
pening.
Ile warned that the Jewish
problem is only the start of the
challenge to freedom in Ger-
many and cited recent develop-
ments which have caused both
Catholics and Protestants to be-
come "gravely concerned" about
their future in Germany. The
lecturer stated that there has
been established in Germany
"an authoritarian or totalitar-
ian state, where the principles
of the Nazi regime have taken
the place of the church and a
neo-paganism is the result."

to the government's threat to
close all universities for a year
unless anti-Jewish disturbances
came to an immediate end, the
anti-Semitic students have called
off their strike in all the univer-
sities. The strikes started when
the university authorities refused
to grant the students' demands
for the establishment of ghettos
for Jewish students in all lecture
rooms. Meanwhile a movement to
segregate Jewish children in the
elementary schools is gaining mo-
mentum in the Lemberg area.
Pressed by Jewish members of
Parliament for some statement
denouncing the recent outbreak
of anti-Jewish rioting, Premier
Skladkowski told Parliament that
he condemned the attacks on the
Jewish population. In the same
breath, however, he urged the
Polish peasants to come to the cit-
ies where they could obtain work.
This invitation was widely inter-
preted as a veiled hint that if the
peasants moved to the urban cen-
ters they would find it easy to
displace Jewish workers.

Anti-Semitic Agitation
JOHANESBURG (WNS) —
Jewish circles throughout South
Africa are deeply concerned over
a sudden rash of anti-Semitic agi-
tation in which the anti-Jewish
Greyshirts and the Nationalist
Party have received the backing
of the Nasionale Studente Bond
and a group of university profes-
sors. Although anti-Jewish activ-
ities have been fairly common in
South Africa for several years,
the latest manifestations are of
a nature to give alarm to the
Jewish population. The imme-
diate excuse for the present agi-
tation was the arrival of some
500 German Jewish refugees who
reached South Africa just in time
to enter before the new restrictive
immigration regulations became
effective on Nov. 1.
Greeted by an anti-Semitic
demonstration at Capetown, the
refugees were made the excuse
for two large mass meetings at
Stellenbosch and Potchefstroom.
In the former city 1,600 people
meeting under the auspices of the
Afrikaans Nasionale Students
Bond adopted a resolution pro-
testing "on behalf of the older
South African folk - elements
against the unlimited and unde-
sirable mass immigration of Jews
to South Africa" and urging the
government to atop it.
The Potchefstroom meeting,
presided over by F. J. Labs-
schagne, senior lecturer of the
Potchefstroom University, also
protested against Jewish immigra-
tion but indicated that it was pri-
marily opposed to Jews and not to
Jewish immigration alone.
Dr. F. J. Malan, leader of the
Nationalist Party, told the party's
Transvaal Congress that South
Africa had long ago absorbed the
maximum possible number of
Jews, and that any further in-
crease most lead to anti-Semitism.
