from the Spanish-American War,
he entered police work in Lan-
sing, Mich., and became, first,
constable, chief deputy sheriff and
later, chief of police at Lansing.
During the World War, he was ap-
pointed United States marshal for
the Eastern District of Michigan,
which was an office of considerable
Importance, because of the war-
time problems. Ile continued in this
capacity for more than eight fears,
which extended under the jurisdic-
tion of three presidents. After this
appointment, he served as United
States Jury Commissioner.
As sheriff of Wayne County he
introduced many reforms in the
sheriff's office and brought the
sheriff's forces up to the point of
efficiency required of a metropoli-
tan district, without cost to the
county, and for the first time the
deputy sheriffs became uniformed
officers. With the use of the facili-
ties of the Detroit police broad-
casting unit, the road patrol was
equipped with radios, which materi-
ally aided the activities of this
unit. This again was accomplished
without cost to the county.
Mr. Behrendt pointed out that
Wayne County is unique in that
it has within its boundaries several
metropolitan police departments,
namely, Highland Park, Ham-
tramck, Wyandotte, Dearborn,
Ecorse, River Rouge, Grosse
Pointe and Detroit, with
po-
lice department of better its than
3,000. He stated, that until such
arrangements could be definitely
made, the people in outlying com-
munities are entitled to full police
protection.
