and THE LEGAL CHRONICLE

Proposes Compromises

Wouldn't it be better that the
Jewish leaders themselves, not
Scatting for the decision of the
Government Commission, should
propose the temporary cessation of
soy immigration (Arab or Jew-
ish) into Palestine until some mo-
dus vivendi will be worked out at
the round table?
The fate of 400,000 Jews in Pal-
estine at this time is much more
important than the political ma-
chinations of the Zionist states-
men. The future of Palestine,
whether a Jewish homely d or a
land for Jews depends not n Eng-
lish politics, or Zionist p ;tics for
that matter, but, primari on the
good will and neighborly,
between the two peoples
habit the land; such good -
afid
neighborly feelings are impossible
when Arabs kill Jews ind destroy
their homes and English soldiers
kill Arabs in reprisal. It might
be poor diplomacy to accede even
partially to the demands of the
Arab Nationalists, but, it is cer-
tainly the only way out at this
time. No matter what one may feel
or think about the Zionists and
Zionism, the interest of the Jowish
population in Palestine and the fu-
ture of Palestinian Jews, is of pri-
mary importance and this can be
better served by realpolitik rather
than by diplomacy and mutual
slaughtering, The sentiment of the
Jewish people all over the world
is no doubt against building Pal-
estine with the help of Enelish
guns but for peaceful colonization
of the land. This can be accom-
plished only by compromise and
democratic representation iv Pal-
estine, rather than by blood.hed
and war.

Editor's Note: The major i-sues
involved in the proposals for con-
cessions in the form of cessation
of immigration have already been
discussed in these columns follow-
ing the appearance of two articles
by Al Segal. Dr. Kleiman'. views
in a sense coincide with those of
Mr. Segal and arise from the
blundering idea that the Arab
leaders can be trusted to an agree-
ment for "temporary" cessation of
Immigration. This is • battle be-
tweenprogress and the desert. and
we will have to pay a high price
for our gains. But in view of the
tragedies to which our people are
subjected throughout the world we
dare not sacrifice the only haven
of refuge open for many thou.ands
of Jews: in Palestine. We are in-
stead inclined to agree with those
who hold to the view that the
sooner we settle a majority in Pal-
estine the more sound will be the
Jewish position. The creation of
Jewish majority, backed by an
honest and firm, not vacillating,
policy on the part of the British
government, will at the same time
serve to bring a general admission

ANNOUNCING

daily, of a statement attributed
to Emir Abrullah of Transjordan
to the effect that the High Corn-I
missioner had promised to suspend
Jewish immigration If Arab ter-
rorism would decline. The lIeb-
rew press declares that if such a
pledge was made it was contrary
to every pronouncement that the
High Commissioner has made In
the past.
Ad Difaa, Arabic daily, reports
that the British Colonial Secre-
tary has turned over to Hies
Commissioner Wauchope the pow-
er to suspend Jewish immigration
when necessary.
The General Council of the
World Zionist Organization,
which will meet in Zurich on Aug.
25, should formally resolve to re-
fuse participation in the sessions
of the forthcoming Royal Com-
mission of investigation of the
disorders in Palestine in the event
that Jewish immigration in sus-
pended in the meantime, It was
asked in a resolution adopted by
the Palestine Council of the right
wing ("Group B") General Zion-
ists.

my quest for the office of Sheriff."
So spoke Harold C. Robinson, who
is a candidate for Sheriff of Wayne
County on the Republican ticket.
"I will put the office on a strictly
business basis," he continued, and
"that means considerable savings
to the taxpayers of this county."'
Mr. Robinson, whose candidacy
is being backed by some of the
most prominent citizens of the
community, is well known among
the Jewish people by virtue of his
long association with them in busi
ness. As president of the Film
Truck Service, which carries mo-
tion picture film for the majority
of the theaters in Michigan and
Illinois, he has developed life-long
friendships among Jews by whom
he is regarded very highly. He
has repeatedly demonstrated his
admiration and friendship for the
Jewish people and the annual
drive for funds by the Jewish Wel-
fare Federation finds Mr. Robinson
a willing and liberal donor.
Among many of Mr. Robinson's
affiliations are memberships in
Cyrus and Ashlar Lodges of the
Masonic order, Detroit Sovereign
Consistery, Moslem Shrine, past
president of the Caravan Shrine
Club, Detroit Kiwanis No. 1, De-
troit Yacht Club, board of direc-
tors Variety Club, Michigan Po-
lice Chiefs Association, Interna-
tional Association Chiefs of Po-
lice, Detroit Board of Commerce,
and many other organizations.
Mr. Robinson has been a resi-
dent of Detroit for the pant 25
years and asks the support of his
Jewish friends at the Primaries on
Tuesday, Sept. 15.

from the Arab masses that they
are benefiting as much, if not more,
than the Jews from mass Jewish
settlement in Eretz Israel,
Dr. Kleiman is mistaken on an.
other point, when he expresses
himself in favor of the Legislative
Council that is FO strenuously op-
posed by Jews. He fails to realize
that the Council, as proposed by
High Commissioner Wauchope,
would be far from representative;
that it would, in reality, be an in-
strument for trouble-makers who
would constantly seek to check
Jewish progress with the High
Commissioner holding the balance
of power as the vetoing force of
whatever would be proposed.
Palestine's trouble is aggravated
by an effort to place in the back-
ground the major aspiration of our
people: the upbuilding of our
Homeland and the settlement in
Palestine of a Jewish majority.
We have poured in our best posses.
lionsin Palestine on the strength
of international guarantees, and
we have the right to expect that
these guarantees will be enforced.
The Arab peoples for whom Pales-
tine was for generations an insig-
nificant plot of land have re-
ceived great concessions as a re-
sult of the World War. They have
been given Syria, Iraq, Trans-
jordania and several other lands,
so vast in area as to make Pales-
tine extremely unimportant as a
colonization center. But for Jewry
it is of the utmost importance and
we dare not sacrifice an iota of
the rights that are pledged us,
The slightest concession may mean
the doom rather the guarantee of
security for the 400,000 Jews in
Ereta Israel. It is ridiculous to
speak of "temporary" concessions
because every precedent spells
suicide, and such proposals must
be rejected. It is to be hoped that
the enlightened countries upon
whose sympathy we depend a
great deal will realize the validity
of our claims and will recognize
that the security of Palestine as
the Holy Land of all religions can
be assured only through the crea-
lion of a strong Jewish center pop.

standing of the problems of its
citizens.
After burning midnight oil to
gain his law degree at Detroit
College of Law in 1912, he hesi-
tated, he said, in deciding whether
to hang out his shingle or con-
tinue carrying mail. He never
has regretted his decision to fol-
low his profession.
Many honors have come to Kam-
inski. In 1927-28, he served as a
public lighting commissioner. In
1928, he was named by Gov, Fred
Green as a commissioner to com-
pile and codify the laws. Green
also first made him a circuit court
commissioner and he was elected
to his present term in 1930.
Active in Polish-American cir-
cles, he was one of the organizers
of the first Polish-American Re-
publican Club in this area, a group
that is still very active.
Not only has he a host of friends
among the Jewish people but his
affiliations with the Jewish organ-
izations resulted in the appoint
ment of Leslie R. Schmler, mem-
ber of the Shaarey Zedek and
Temple Beth El, as one of his
clerks.
