Instructions issued by the ministry of education and the National Socialist Students League reveal that all students going abroad must obtain cer- tiflcatea of "political responsi- bility" to prove their trust- worthiness. Students whose loy- alty to Nazism is in doubt will not be permitted to go abroad. But those who can satisfy the authorities on this score will be encouraged to study in for- eign universities as a means of spreading Nazi propaganda. For the same reason the Nazi authorities are offering all sorts of inducements to foreign stu- dents to study in Germany.
