sinking. The German Government has made it possible for the trade
balance to be positive by simply decreeing that every article imported
into that country must be balanced by a corresponding exportation.
As a result all of her industries are suffering. Her export gains
have been practically limited to cases where she has clearing ar.
rangements with foreign countries, and no foreign exchange is enter-
ing the country.
The apparent discrepancy between the German and the Ameri-
can figures is explained by the fact that the United States went off
the gold standard in April, 1933. If we allow for an average dollar
value of 40 per cent below par, we find that the gold values of our
imports from Germany and from all foreign countries during the
first 11 months of 1932, 1933, 1934 and 1935 were approximately as
follows.
