Cultivators Ordinance of 1933,
namely, that no owner shall be
permitted to sell a minimum area
of land considered indispensable
for a subsistence.
Three Exceptions
The prohibition against land
miles will not apply, however, to
the following three categories of
land: the Beersheba of Negev re-
gion, urban land and orange
groves. The High Commissioner
will also be authorized to approve
the sale of subsistence areas if
he is satisfied that it is neces-
sary for suburban or rural de-
velopment-or for carrying out ir-
rigation and drainage schemes.
Consideration will also be given
to the possibility of concentrat-
ing subsistence areas in compact
blocks, with permission being giv-
en for the lease of subsistence
areas under certain conditions.
The new land legislation, it was
emphasized, will have general ap-
plication for all sections of the
population, meaning that Arabs
will not be permitted to sell their
subsistence areas to Arabs or to
Jews, except with government per-
mission.
In commenting upon the new
regulations, High Commissioner
Wauchope told the Arab leaders
that the additional legislation was
considered necessary owing to the
fact that increasing land sales
were outstripping agricultural in-
tensification. Ile said that he re-
garded the protection of small
land owners as necessary, while
ensuring that legitimate develop-
ment would not be arrested and
that the credit system would not
be disturbed. Inalienable subsis-
tence areas are to be fixed in dif-

of cultivation and the particular
region of the country. Such areas
will also be reduceable with the
progress of agricultural develop-
ment and irrigation. The details
of the application and procedure
of the law are not yet fixed and
will take considerable time before
publication.
Heavy Duties Discourage Dumping
Palestine took the first step in
the struggle to free itself from
foreign dumping due to its status
as a Mandated territory when it
announced heavy duties designed
to help local industries in com-
petition against foreign imports.
The amendments in the customs
ordinance, published in the Ga-
zette, primarily affects ironware,
wire and textile lines. A num-
ber of silk factories will benefit
from the new regulations. The
increase in duty on ironware will
benefit the Kremener Iron Works
at Ilaifa and others manufactur-
ing wire and primus stoves. The
recently developed textile
branches, such as stockings, jer-
seys, underwear, towels and wool-
ens will also be helped. The new
duties are the result of protracted
negotiations by the Jewish Agency
with the government in London
and Jerusalem. The Sachs Silk
Factory, which cloned down re-
cently because of Japanese dump-
ing, announced its re-opening as
a result of the new protective
tariff.
Factional differences which es-
tranged Jewish religious maps
in Jerusalem for decades have
been healed with the formation,
for the first time, of a united
Jewish Religious Council which
will represent all Jewish sects.
The new council will deal with
all rabbinical issues, decide prob-
lems involving ritual -slaughter-
ing and all synagogue affairs. The
establishment of the council has
been a goal of moderate elements
ever since the modern reconstruc-
tion of Palestine started.

for Palestine

George Wadsworth has been
appointed the new American con-
sul general for Palestine. Ely
Palmer, who served in that post
hitherto, has been transferred to
Ottawa, Canada.
