a result non-Jewish labor is replacing the
Jews in the agricultural areas.
These are sad facts which call for cor-
rection—and the desired correction can
come only when we have an adjustment
which will re-insure the success of the
Palestinian back-to-the-land ideal.

It
Secretary of State Cordell Hull has seen

Lipsky predicts that we are soon to be
faced with a new exodus of Jews, European
social, economic and political oppressions

tragedies. Mr. Lipsky states:
"A survey of Jewish conditions abroad
forces the conclusion that, granting even a
slight let-lip in the political and economic
persecution of the Jews in one er more
countries, we shall undoubtedly have to
face, daring the next decade, a forced Jew-
ish immigration of the magnitude of the
Russian Jewish exodus beginning in 1880.
"Other than Palestine, there is no coun-
try prepared or willing to open the door
to any substantial Jewish settlement. In
fact, all other doors are practically closed.
"If the Jews have practical vision they
will proceed to make the most of the op-
portunities afforded by Palestine, which
at this time, from an economic view
at least, represents possibilities hitherto
scarcely discernible. Already it is giving
place to 40,000 Jews in one year."
We certainly do not expect unanimity of
opinion on Mr. Lipsky's proposed solution
to the possibility of a mass exodus of Jews
from Europe. Nevertheless, it will be ad-
mitted that Palestine, already having dem-
onstrated that this small country has been
able to absorb the largest number of refu-
gees from Germany, as well as the eco-
nomically and politically oppressed in
other countries, assumes a place of major
importance in Jewish life as a haven of
refuge.
It is unfortunate that the tragic hour has
not been sufficient to muster up a greater
amount of interest and devotion on the part.

tion and one of the outstanding American
liberals. Several days before Secretary
Hull's declaration that the boycott is un-

EDITOR'S NOTE: In a recent press interview in Washington, Secretary of
State Cordell Hull attacked the use of the boycott as an unwise weapon. This state-
ment came in the course of a discussion of steps being taken by the United States
to promote trade with various foreign powers. Quite obviously, the anti-German
boycott was referred to by Secretary of State Hull; it is also known that the German
government has made advances to Washington as regards a trade agreement between
th two countries. This agreement, incidentally, seems unlikely of consummation.
In the following article, Mr. Untermyer, president of the Non-Sectarian Anti-Nazi
League to Champion Human Rights, challenges the views of Secretary of State Hull
on the boycott.

people should not substitute goods made in
America, which we are urging them to do. That

into this country under false labels in violation

If Germany cannot do without our goods and
only then and if she has the money to pay for
them, or can find anyone (in the light of our
experiences) sufficiently gullible to lend her the
money or extend her credit in this country, she
will buy them—and not pay for them—as she
has taken billions of our money and given her
obligations which she does not hesitate to repu-
diate. She has paid for our exports to Germany
since the war by borrowing our money, and then
repudiating her debt. In point of fact, the goods
she has had from us have been mainly paid for
by us—or by "stage money" in the form of
worthless bonds.
