Nazi ranks saw to it that he was
ousted. He was chief of police,
but he was supplanted by some-
one else. His closest friend, Herr
Diels, was head of the secret police
— (the German GPII) — but the
post was taken from him.
Goering sass. that he was becom-
ing isolated. So what recently
happened in Germany came to pass.
Ile saw that an attempt was being
made to push hint into an obscure
corner, leaving him with but the

cil appears timely.
The first plan was put forward
in the White Paper of 1922 for
which Mr. Churchill, the then
secretary for the Colonies, and
Sir Herbert Samuel, then High
Commissioner for Palestine, were
responsible. The projected Coun-
cil was to consist of 12 elected
members, two of whom were to be
Jews. At the time there were
83,000 Jews in Palestine, or 11
per cent of the population.
