This amended Act is effective for one year only and expires on June 7, 1935. Applii- cations for registration and legali- zation must, therefore, be made prior to June 8, 1935. Although the act is generally known as the Russian Refugee Act and the chief beneficiaries will undoubtedly be Russians who can- not return to that country, other aliens will also be able to profit thereby, if it can be shown that deportation in their cases was im- possible. Zliens who have been ordered deported or whose deportation can be ordered because of convic- tion of crime prior or subsequent to entry, insanity, public charge, etc., cannot avail themselves of the provisions of the act. The application for registration and legalization must be made on prescribed forms. In this connec- tion HIAS, at its headquarters at 425 Lafayette St., and at its of- fices in Boston, Baltimore, Phila- delphia, Chicago, Washington, D. C., San Francisco and Seattle, assist applicants in completing their applications for legalization and advises them as to the pro- cedure, particularly as to whether the act applies to their cases. The Jews are Prof. Berthold Epstein and Ludwig Freund. Professor Epstein, who has been appointed head of the Children's Clinic of the university, is 44 years old. Ile was born in Pilsen and studied at Vienna and Prague. He graduated in 1914, and served as a medical officer at the front. After the revolution Epstein was clinical assistant to Privy Coun- cillor Czerny in Berlin, and after- wards held the same position in Prague under Professor Fischel, whom he succeeded as provisional head of the Children's Clinic, and now as permanent head.
