every population, have never en-
joyed an income sufficiently high
to permit them to live upon a de-
cent self-respecting and self-
reliant level of life. Even at the
so-called peak of prosperity in
1929 eighty' per cent and niece of
those engaged in gainful occupa-
tions received an income lower
than necessary to provide the
minimum family budget worked
out and established by statisti•
dans and economists. This low
purchasing power of the people is
not due to lack of income in this
or any other country. The diffi-
culty is that the total national im-
cunce in every country is unwisely
HMI inequitably distributed.
The Federal Government of the
United States and the Interne--
Donal Labor Office at Geneva have
, established the principle of the
minimum wage. But the amount
, Of the minimum wage that is high
enough to make a normal life for
all workers passible depends al-
together upon the amount we shall
permit individuals with large in-
comes to retain from year to year.
We cannot raise low incomes to
the proper level without at the
time lowering the level of
large incomes. There is a point
below which no wage should fall
as a matter Of decency and jus-
tice; and there is also a point
abme whic h no income should be
- : H SO a s a matter
allowed to ri i se,
of social ustice and human de-
cency. The minimum wage can
never be high enough to be just
unless the maximum income is
low enough to make justice pos-
sible.

treasure the masterpiece of Rem-

Night Watch. Rembrandt painted
this picture three centuries ago.
It was placed in the great hall of

cleansed the canvas and restored
it to its original colors. Nov we
see it is not a picture of the night
but a picture of the day, filled
with glorious hues and flooded
it h sunlight and glowing with
riaontide warmth and beauty,—a
picture reborn, the pride of Hol-
land and one of the chief glories
of the world of art.
We have allowed too many of
our great ideals and visions to be

covered with the smoke: and grime
of this Iron -Age. We mistake
this for pictures of darkness and
despair, when in reality they are
brilliant with light and glorious
with richness and beauty. The
